About this opportunity

The Oregon Department of Transportation (ODOT) is soliciting proposals for a Statewide Cultural Resources Price Agreement, a qualifications-based procurement designed to establish on-call consulting services for archaeological and architectural history services, along with related project management, environmental, historic resources, and visual/aesthetics services. ODOT anticipates awarding up to three separate Price Agreements organized by regional categories: one for Region 1, one for Region 2, and one for Regions 3, 4, and 5. Proposing firms must demonstrate that their staff meet or exceed the Secretary of the Interior's Standards and Guidelines for both archaeology and architectural history disciplines, with at least one qualified individual required in each discipline, plus at least two ODOT-Qualified personnel (either currently qualified or anticipated to be qualified prior to Price Agreement execution). Proposals must include completed Key Staff Resumes Forms documenting relevant experience and educational credentials, and proposers may submit up to three project samples, with at least one required for each regional category being proposed. The evaluation process will be qualifications-based, assessing proposals on project team qualifications, local presence, project samples, project management approach, and proposal organization, with no cost evaluation during the initial selection phase. The proposal submission deadline is May 21, 2026, with a proposer question deadline of 10 calendar days prior to the bid opening date, and a voluntary pre-proposal conference scheduled for April 27, 2026, at 1:00 p.m. via virtual Microsoft Teams meeting.

No Disadvantaged Business Enterprise (DBE) set-aside has been designated for this procurement; however, for state-funded Work Order Contracts exceeding $100,000, a Certified Small Business Aspirational Target of 12% applies at the individual work order level. No DBE or COBID certification documentation is required with initial proposals, and insurance certificates, Conflict of Interest disclosure forms, and consultant tax identification information are only required after an intent to award notice is issued. Performance and bid bonds are not required for this solicitation. The resulting Price Agreements will be executed with successful proposers, with specific work orders and pricing established at the individual Work Order Contract level rather than at the proposal stage, utilizing compensation methods that may include Cost Plus Fixed-Fee, Fixed Price per deliverable or milestone, Time and Materials, or Price Per Unit. Price Agreements are anticipated to become effective by May 2026, with an initial Work Order Contract assignment period of two years from Price Agreement execution, extendable for up to three additional years based on Agency need, funding availability, and consultant performance. The collective maximum not-to-exceed amount for all three Price Agreements is estimated at $2,000,000.00, with no guarantee of a minimum purchase amount, and funding sources for assigned work orders may include federal, state, or local public agency sources or combinations thereof.
