About this file

This document is a Questions and Answers #2 clarification issued by the Oregon Department of Transportation (ODOT) Procurement Office on May 12, 2026, pertaining to RFP #73000-00015762 for a Statewide Cultural Resources Price Agreement. The RFP solicits qualifications-based proposals from consulting firms to provide cultural resources services on an on-call basis across multiple regional categories. The solicitation requires proposers to demonstrate that their staff meet or exceed the Secretary of the Interior's Standards and Guidelines for archaeology and architectural history disciplines, with at least one qualified individual required in each discipline. Proposers may submit up to three project samples, with at least one required for each regional category being proposed. The proposal submission deadline was extended prior to the issuance of this Q&A document. The resulting Price Agreement will be executed with successful proposers, with specific work orders and pricing established at the individual Work Order Contract level rather than at the proposal stage.

Key submission requirements clarified in this document include that insurance certificates, Conflict of Interest disclosure forms (if applicable), and consultant tax identification information are only required after an intent to award notice is issued, not with initial proposals. Proposers are not required to submit Attachment A (the Sample Price Agreement) or any exhibits with their proposals. An approved Consultant Quality Plan must be on file prior to issuance of any work orders, with ODOT to discuss requirements with selected proposers post-award. The RFP does not include Disadvantaged Business Enterprise (DBE) participation goals, and no DBE or COBID certification documentation is required with proposals, though aspirational targets for Certified Small Businesses may apply at the individual work order level. Proposal components should be uploaded according to the OregonBuys platform structure as detailed in supplemental guidance documents, with headers and footers included in page count calculations and minimum font size requirements applied to substantive text.

Date: May 12, 2026

RE: RFP #73000-00015762

Questions and Answers #2 Q1 Are proposers required to submit certificates of insurance with the proposal, or are insurance documents only required after intent to award?

Answer: Please refer to RFP Section 3.0, which applies only to any Proposer that receives an intent to award notice.

Q2 The RFP references a Conflict of Interest disclosure form. If a proposer has no conflicts to disclose, is submission of a Conflict of Interest form still required with the proposal?

Answer: Please refer to RFP Section 1.5.5, which states in part that the COI Disclosure (form) must be submitted if applicable. Please refer to the ODOT COI Guidelines and COI Disclosure Form to determine if the form is applicable.

Q3 Are proposers required to identify proposed subconsultants as part of the proposal submission, or may subconsultants be identified at the individual Work Order Contract level?

Answer: Please refer to RFP Section 2.2 and related Evaluation & Scoring Criteria, RFP Section 3.1 and RFP Section 3.3.2.

Q4 Do proposers need to submit all Exhibits included in Attachment A with the proposal, or are Exhibits submitted only after selection as part of contract execution, and if applicable, should this information also be submitted for subconsultants?

Answer: Attachment A is the Sample Price Agreement. All Exhibits in the Sample Price Agreement will be included in the executed Price Agreements with the successful Proposer(s). Proposers do not need to submit Attachment A, or any portion of Attachment A with their proposals.

Q5 Is Consultant Tax Identification Information required to be submitted with the proposal, or is this information provided only after intent to award, and if applicable, should this information also be submitted for subconsultants?

Answer: Please refer to RFP Section 3.0, which applies only to any Proposer that receives an intent to award notice.

Q6 If proposers elect to submit a project sample performed by a proposed subconsultant, how should the “Proposing Firm’s PM” field on the Project Samples Form be completed? Should proposers list the subconsultant’s project manager for that project, or is a different approach expected?

Answer: Project Samples need to be performed by the proposing firm as a prime consultant. Firms may have used subconsultants in completion of the work for the project samples. Please refer to RFP Section 2.2.3 for requirements related to Project Samples.

Q7 The RFP states that proposers must demonstrate that the qualifications of their staff meet or exceed the Secretary of the Interior’s Standards and Guidelines, and that successful proposers will be required to use an ODOT qualified archeologist and an ODOT qualified architectural historian for work orders as applicable. How should proposers demonstrate that they meet or intend to meet these requirements as part of the proposal, and is submission of the required RFP forms sufficient to demonstrate compliance, or is additional narrative, documentation, or confirmation expected?

Answer: Please refer to RFP Section 1.5.2 and Attachment B to the RFP on how to demonstrate that proposers meet the above requirements. Any additional verification needed to confirm the requirements have been met, or will be met by a Proposer prior to execution of a Price Agreement, will be addressed as needed with proposers that receive an intent to award notice.

Q8 Under the minimum qualifications section, the RFP states that proposers must provide information for at least one individual meeting the SOI standards for Archeology and at least one individual meeting the SOI standards for Architectural History. However, the Proposal Cover Sheet provides two slots for staff names under each discipline. Should proposers list only one individual per discipline, or does ODOT expect two individuals to be identified?

Answer: RFP Section 1.5.2 requires that proposers must provide information for at least one individual meeting the requirements. The slots on the Proposal Cover Sheet do not correlate with the number requirement in the RFP and are for convenience only.

Q9 The solicitation notes that an approved Consultant Quality Plan must be on file prior to the issuance of any work orders under a resulting agreement. Could you clarify whether firms that do not currently have an ODOT approved Consultant Quality Plan are expected to develop and submit one after selection using ODOT’s current template and guidance, or whether an existing agency approved quality plan from another contract would be acceptable if updated to align with ODOT requirements?

Answer: Once the intent to award Notice has been issued, ODOT will have conversations with the successful proposer(s) to discuss next steps related to Consultant Quality Plan requirements. This may involve coordination with the department that reviews and approves quality plans.

Q10 Given that the RFP states DBE Participation Goals are identified as No Goal, are proposers required to submit any DBE certification documentation with the proposal? Are proposers required to submit COBID certification documentation with the proposal, or is COBID information addressed only after selection or at the individual Work Order Contract level in connection with the Certified Small Business aspirational targets?

Answer: ODOT is not requesting any DBE certification documentation or COBID certification documentation from Proposers. Please refer to Attachment A – Sample Price Agreement, Exhibit E – Disadvantaged Business Enterprise (“DBE”) Provisions [No-Goal] for additional information related to COBID documentation. Please refer to RFP Section 1.1.2 and Attachment A – Sample Price Agreement, Exhibit K for information related to aspirational targets.

Q11 On the OregonBuys Subcontractors tab, proposers are required to enter estimated dollar amounts for proposed subconsultants. As individual Work Order Contract amounts are not known at the time of proposal submission for this on call Price Agreement, should proposers enter zero dollars, a placeholder amount, an estimated percentage allocation, or is another approach preferred?

Answer: Refer to the Supplier Bid Solicitation Response document uploaded with this Q&A. If this document does not sufficiently answer your questions, please contact the SPC for this RFP and the SPC will connect you with someone on the OregonBuys support team. No Pricing information is required from proposers for this

RFP.

Q12 Are addenda required to be signed and included with the proposal submission, or is acknowledgment sufficient? If acknowledgment is required, where should proposers acknowledge receipt of addenda, for example within OregonBuys, on the proposal cover sheet, or elsewhere?

Answer: Please refer to the Certification Section on Attachment B - Proposal Cover Sheet.

Q13 Can ODOT confirm which attachments or forms, if any, are included in the proposal page limit?

Answer: Please refer to RFP Section 1.5.3(b).

Q14 Are the front cover and back cover included in the proposal page limit, or are they excluded from the page count?

Answer: Front and back covers are not required by ODOT. Please refer to RFP Section 1.5.3 for information related to proposal page count and exclusions to the page count.

Q15 Are headers and footers considered substantive text for purposes of the page limit and font size requirements?

Answer: Headers and footers are included in the page limit. Please see RFP Section 1.5.3 related to minimum font size requirements. Headers and footers may be considered substantive text depending on what content is included in the headers and footers.

Q16 Is there a minimum font size requirement for organizational charts, graphics, or other non-substantive visual elements, or may proposers use any legible font size at their discretion?

Answer: Please refer to RFP Section 1.5.3.

Q17 Does ODOT require proposers to follow a specific file naming convention or upload structure within OregonBuys, or is proposer determined organization acceptable provided all required submittals are included?

Answer:

The RFP does not specify naming conventions for documents within OregonBuys. Please refer to RFP Section

1.5.4 which addresses upload structure.

Q18 On the OregonBuys bidding platform, there are separate tabs for Files, Forms, and Required Attachments, but there does not appear to be a clear option to upload all required proposal forms and attachments. Could ODOT please clarify which proposal components should be uploaded under each tab, specifically which items should be submitted as Files, which should be submitted as Forms, and which should be submitted as Required Attachments?

Answer:

Refer to the Supplier Bid Solicitation Response document uploaded with this Q&A. If this document does not sufficiently answer your questions, please contact the SPC for this RFP and the SPC will connect you with someone on the OregonBuys support team.

Q19 On the OregonBuys General tab, proposers are prompted to select Payment Terms. Given that this solicitation is for a qualifications based, on call Price Agreement and specific pricing and payment terms will be established at the Work Order Contract level, should proposers select a default Payment Terms option, leave this field blank, or is another approach preferred?

Answer: Please refer to the Supplier Bid Solicitation Response document uploaded with this Q&A. The terms of the Price Agreement and each WOC will address specific pricing and payment terms.

Q20 Would ODOT accept proposer comments or suggested revisions to Attachment A, the Sample Price Agreement, as part of the proposal or during the solicitation phase, or is Attachment A not subject to proposer edits prior to selection?

Answer: Please refer to RFP Section 1.3.1.

Q21 Would ODOT consider extending the proposal submission deadline following issuance of the Q and A?

Answer: Proposal submission deadline was extended prior to posting of this Q&A #2.

Q22 Can a proposer submit multiple sample project forms?

Answer: Per Evaluation Criteria 2.2.3 of the RFP, Proposers may provide up to 3 Project Samples and are required to provide 1 Project Sample for each regional category being proposed on. Proposers are required to mark which Regional Category each Project Sample is for. Proposers can submit the same Project Sample for multiple regional categories (using a separate Project Samples form for each regional PA being proposed on).

Please review the submittal requirements under RFP Section 1.5.4 as well.

Q23 If a company does have an ODOT-qualified archeologist but not an ODOT-qualified architectural historian, are we still able to propose?

Answer: A: Please refer to RFP Section 1.5.2 (ODOT-Qualified Personnel). If your firm does not currently meet the requirements, please include in your Proposal an explanation of how you intend to meet the requirements prior to execution of a Price Agreement.
