About this opportunity

The Washington Military Department is requesting proposals for a statewide Computer Aided Dispatch (CAD) to CAD System under RFP26-012, with proposals due July 30, 2026 at 5:00 PM PST and a pre-bid conference on June 25 at 11:00 AM PST via Microsoft Teams. The contract spans five years with two possible five-year extensions contingent on satisfactory implementation and delivery.

Washington procurement preferences apply: 50-point bonus for Washington small businesses, 50-point bonus for certified veteran-owned businesses, and 30-point bonus for firms without mandatory employee arbitration clauses. Bidders using per-seat pricing models receive automatic 25-point scoring deductions; pricing must be submitted on a per-PSAP basis.

The scope is a vendor-hosted, hub-based CAD-to-CAD interoperability platform connecting locally owned CAD systems across Washington to enable emergency response across jurisdictional and PSAP boundaries. The system must achieve real-time sub-second response times, support two or more independent CAD systems, maintain 99.999% uptime availability, and comply with NIEM, APCO, and NENA EIDO standards. Critical technical requirements include two-factor authentication, encryption at minimum AES-256, role-based access controls aligned with CJIS security policies, configurable business rules for automated information sharing by geography and incident type, and comprehensive disaster recovery planning. Implementation occurs in no fewer than four phases, with Phase 1 enrolling 1–10 ESInet-connected PSAPs, Phase 2 adding up to 10 for a total of 20, Phase 3 expanding to up to 40, and Phase 4 enrolling remaining ESInet and non-ESInet facilities. Scope covers five participating jurisdictions: Franklin, Grant, Grays Harbor, Chelan, and Yakima counties.

The estimated contract value is $3 million to $4.8 million. Service Level Agreements require critical failure notifications within 15 minutes of any outage lasting 15 minutes or more, with tiered credits from 20% to 100% of monthly recurring costs based on outage duration. Evaluation weighs technical requirements (322 points), proposed statement of work and schedule (100 points), product functionality demonstration (100 points), previous project experience (25 points), and pricing (150 points maximum, or 125 points for per-seat proposals). Questions are due July 7 at 5:00 PM PST, with responses posted by July 14. Apparent successful bidder will be announced by September 30, 2026. Awardee must register with the Washington Secretary of State and Department of Revenue within 24 hours and comply with monthly subcontractor payment reporting through the Access Equity system.
