About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for State Police uniforms under RFB 193-26, with bids due June 23, 2026 at 10:00 a.m. Eastern Time and vendor questions due by June 22, 2026.
The scope covers a one-time purchase of 505 uniform items across six garment categories: short-sleeve and long-sleeve shirts in dark green with patch application and camera grommets, and summer-weight and winter-weight trousers with rank-specific stripe configurations (taupe center stripe bordered by dark green for commissioned officers; single taupe stripe for non-commissioned officers). All garments are manufactured by Raeford Mills from a 55% Dacron/Polyester and 45% Wool blend. Shirts feature modified military officer styling with functional brass zippers, badge tabs with metal eyelets, scalloped pocket flaps, and military creases; sizing spans neck 14–19. Trousers feature modified military dress styling with multiple pocket types, brass flip-lock zippers, and Kaumagraph mill identification stamps; sizing spans waist 27–44. Construction standards mandate double stitching throughout with poly-cotton thread, flat-bed felling for sleeve setting, double chain stitching for seat seams, and minimum twelve stitches per inch for trouser stitching. Body camera grommet installation must be performed by certified Utility, Inc. vendors. All garments require measurement tags and full pressing prior to delivery.
Delivery must occur within 90 days of purchase order receipt to the NH State Police Equipment Control Warehouse at 41 Hazen Drive, Concord, NH 03301 on an FOB Destination basis. Bid prices must be firm for the contract period and inclusive of all delivery costs with no additional surcharges or fuel charges permitted. The state awards to the lowest responsive bid, with the right to reject any or all bids or make awards by item. Successful vendors must be registered to conduct business in New Hampshire and provide a warranty of not less than one year or the manufacturer's standard period, whichever is greater, covering parts, shipping, labor, travel, and expenses. Payment terms are net 30 days from invoice receipt or delivery, inspection, and acceptance, whichever is later, via ACH transfer. Bid submissions must be emailed to NH.Purchasing@DAS.NH.Gov with public opening conducted electronically via Microsoft Teams.
