About this opportunity

The Florida Department of Transportation (FDOT) is seeking a vendor to provide temporary employment services for the State Materials Office (SMO) through an Invitation to Negotiate (ITN) solicitation. The contract aims to secure temporary staffing services for approximately 50 existing staff across three employment service classes: handling peak workloads, filling temporary absences, and supplying specialized staffing needs. Potential service locations include Gainesville and various sites throughout Florida. The initial contract term is five years, with an option to renew for up to three additional years. Responses are due on Wednesday, August 20, 2025, at 9:00 AM EST, with a mandatory pre-reply conference scheduled for July 29, 2025. The vendor will be responsible for recruiting, screening, and managing staff, ensuring compliance with federal and state employment laws, E-Verify requirements, and conducting background checks. The compensation structure involves monthly invoicing based on approved staff hours, with payment at salaries set by the Department plus a mark-up percentage rate.

Prospective bidders must be registered in the State of Florida's MyFloridaMarketplace system and out-of-state corporations must be authorized to do business in Florida. All bidders must be properly licensed if the services require professional licensing from the Florida Department of Business and Professional Regulation. The solicitation includes strict compliance requirements with Title VI of the Civil Rights Act, nondiscrimination statutes, and various federal and state regulations concerning equal opportunity and accessibility. Vendors are prohibited from being on the Scrutinized Companies Lists for activities in Sudan or Iran, particularly for contracts over $1 million. The Department reserves the right to interview and reject candidates and may engage multiple vendors to meet the complexity of staffing requirements. While a specific budget range is not explicitly stated, the contract anticipates funding through multiple fiscal year appropriations from 2025/2026 through 2030/2031, with the maximum amount to be determined during the procurement process.
