About this file
This is a Questions and Answers document for a Florida Department of Transportation (FDOT) Invitation to Negotiate (ITN) for State Material Office Temporary Employment Services. The solicitation (DOT-ITN-26-9001-SJ) seeks a temporary staffing vendor to provide approximately 50 employees across multiple technical and administrative positions, including Materials Technicians, Database Specialists, Administrative Specialists, and other roles at entry, intermediate, and advanced levels. The contract is set to begin around November 1, 2025, with an anticipated transition period spanning several months. The current incumbent is Compunnel Software Group, Inc., and FDOT plans to award a single contract to one vendor.
The solicitation includes a markup-based pricing structure where the vendor will provide a markup rate on hourly rates set by the Department. The current incumbent's markup is 28%, and FDOT has historically spent $1,327,145.31 in the previous fiscal year on these services. The work is entirely onsite in Gainesville, Florida, with potential statewide travel requirements. Subcontracting is not allowed, and there are no specific Minority Business Enterprise (MBE) or local vendor preferences. Key requirements include providing recruitment services, conducting Level 1 background checks, and ensuring timely job postings (within 2 days) and position fills (within 30 days). The Department will provide tools, equipment, and protective gear for temporary staff.
