About this opportunity

Palm Beach County Facilities Development and Operations Department is soliciting sealed bids for installation of ballistic window film on all first-floor windows at the State Attorney's Office, 421 3rd Street, West Palm Beach, Florida, with bids due October 22, 2026 at 2:00 p.m. (extended via Addendum 5). A mandatory 25% Small Business Enterprise (SBE) participation goal applies; contractors unable to meet this requirement must submit a Good Faith Efforts waiver by the bid due date.

The scope is labor, materials, equipment, permits, and supervision to install Clear Armor Bullet Resistant Laminate (or approved equivalent) meeting break strength of no less than 1,500 psi, tensile strength of no less than 28,500 psi, and peel strength of at least 8 psi. Products must verify UL 752, UL 2A Rating, BMAG, and ANSI Z97.1 standards testing. Clear Armor testing documentation specifies UL 752 Level 1 (9-mm) performance with no penetration when the laminate is applied to 1/4-inch glass in a standard commercial insulated glass unit. The contractor must substantially complete work within 180 calendar days from Notice to Proceed, with liquidated damages of $180 per day for delays.

Bid security and public construction bonds are required if the bid equals or exceeds $200,000, set at 5% of bid price and 100% of work order amount respectively. A 12-month warranty on equipment, materials, and labor is mandatory. Contractors must be pre-qualified under Palm Beach County's Annual Contract for Minor Construction Services, with qualification applications due at least ten days before bid submission. All badged employees require appropriate background clearance prior to work commencement. A mandatory pre-bid conference was held August 11, 2026. Addendum 4 (issued October 6) clarifies that tested glazing assemblies using thicker specimens do not directly apply to thin security laminate on standard 1/4-inch glass; Clear Armor provided new test samples demonstrating Level 1 performance on the actual application configuration. Addendum 1 permits compliant alternates to the specified Clear Armor product if supported by third-party testing documentation.
