About this opportunity
The Palm Beach County Board of County Commissioners, Facilities Development and Operations Department is requesting sealed bids for installation of ballistic window film on first-floor windows at the State Attorney's Office, 421 3rd Street, West Palm Beach, Florida, under project P-2026-000096, with bids now due October 8, 2026 at 2:00 p.m. (extended from the original September 3 deadline via Addenda 2 and 3). A mandatory Small Business Enterprise participation goal of 25 percent applies; contractors unable to meet this requirement must submit a good-faith-effort waiver at bid time or face disqualification. Bidders must also be qualified under Palm Beach County's Annual Contract for Minor Construction Services, with qualification applications due at least 10 days before the bid deadline.
The scope specifies installation of Clear Armor Bullet Resistant Laminate or approved equal, with the product meeting break strength of at least 1,500 psi, tensile strength of at least 28,500 psi, and verified performance standards including UL 752, UL2A Rating, BMAG, and ANSI Z97.1 ballistic resistance. The laminate must provide privacy. Supporting testing documentation demonstrates the product meets forced-entry resistance standards and passes VOC emissions testing per CDPH standards for classroom and office environments. A mandatory pre-bid meeting was held August 11, 2026 at the work site; site attendance determined bid eligibility. Bid security of at least 5 percent of the bid price is required for bids of $200,000 or more. Work must be substantially completed within 180 calendar days from Notice to Proceed, with liquidated damages of $180 per day assessed for delays. The successful bidder must furnish a Public Construction Bond equal to 100 percent of the contract amount within 14 calendar days of award. All project personnel must complete a CJI Facilities Background Check prior to commencing work. A 12-month warranty against defects in design, materials, and workmanship applies from substantial completion. Addendum 4, issued October 6, 2026, addresses third-party testing documentation questions and clarifies that Clear Armor's testing is customized to each client's glazing system specifications.
