About this file
This is Addendum 1 to a competitive bid solicitation issued by the Palm Beach County Board of County Commissioners, Facilities Development and Operations Department, Capital Improvements Division for Project P-2026-000096, State Attorney Public Defender - Ballistic Window Film. The addendum, issued on August 19, 2026, modifies the original bid documents and is binding as part of the contract documentation. Bidders are required to acknowledge receipt of this addendum on their Bid Proposal Form, with failure to do so potentially resulting in disqualification. The addendum addresses a request for information from Precision Air Systems, Inc. regarding third-party testing documentation for the specified Clear Armor bullet-resistant laminate product, including verification of which referenced standards the product has successfully met through independent testing.
In response to the bidder's inquiry, the county directs prospective bidders to the Clear Armor website at www.clear-armor.com, specifically to the Government & Architects section under Certifications and Testing, for access to testing information and product documentation. The addendum includes five supporting attachments: CA test report by Element 1, Intertek Report ASTM 1, Intertek Report ASTM 2, VOC Report Clear Armor, and VOC Testing Clear Armor. Bidders seeking additional product information may contact Clear Armor directly. Authorized agents must sign and attach the addendum to their bid submissions, with acknowledgment required on the Bid Proposal Form.
