About this opportunity

The Utah Department of Health and Human Services is requesting proposals for a five-year Stabilization and Mobile Response contract serving the Western Region (Utah, Wasatch, Millard, Juab, Sanpete, Sevier, Wayne, and Piute counties), with proposals due July 7, 2026 and services to begin September 18, 2026. This is a single-award procurement restricted to a single qualified offeror.

Mandatory minimum requirements are registration with the Utah Department of Commerce, current enrollment as a Utah Medicaid Provider, capacity to commence services by the specified date, and ability to serve all eight Western Region counties. Contracted support coordinators are ineligible to submit proposals unless their existing support coordinator contracts are terminated.

The contract scope covers triage services (24/7/365 assessment and intake via telephone connection to SAFEFAM), mobile response teams (deployed 7:00 a.m. to 11:00 p.m., seven days per week for face-to-face crisis intervention in home or community settings), and intensive stabilization services (up to eight weeks of in-home intervention plus eight weeks of post-stabilization coaching). The contractor must partner with a service provider and hire licensed clinical mental health therapists and case workers. All direct care staff must complete CPR, First Aid, de-escalation techniques, and crisis worker certification within 90 days of hire. Services target children under age 20 with mental health, behavioral health, or intellectual disability challenges to prevent law enforcement involvement, emergency department utilization, and out-of-home placement.

Performance targets require 55 percent of families reporting improved crisis management ability, 60 percent of service episodes resulting in de-escalation without higher-level interventions, and 70 percent of children remaining safely stabilized in home or community 30 days after intervention. The contractor must submit monthly data reports to DHHS by the 15th of each month in comma-separated values format per specified data specifications and participate in annual program audits.

The total contract value is $5 million ($1 million annually over five years, September 20, 2026 through September 19, 2031) on a cost-reimbursement basis. Offerors must not submit costs with their proposals. Technical evaluation (500 points) weights Plan and Timeline at 75%, Anticipated Annual Targets at 15%, and ISS projection at 10%. Evaluation criteria also assess data specification compliance, electronic health record system readiness, programming and curricula development, and SMR team deployment.

Submission includes Form W-9, Conflict of Interest Disclosure Statement (or Governmental Entity Conflict of Interest Certification for public entities), and Technical Proposal Form via the Bonfire platform. Questions are due per Utah Public Procurement Place (U3P) schedule.
