About this file

This Scope of Work document outlines contract requirements for the Utah Department of Health and Human Services (DHHS) to procure Stabilization and Mobile Response (SMR) services in the Western Region, encompassing Utah, Wasatch, Millard, Juab, Sanpete, Sevier, Wayne, and Piute Counties. SMR is a service designed to help families keep children under age 20 with mental health, behavioral health, or intellectual disability challenges out of law enforcement involvement, emergency departments, and out-of-home placements. The contractor must partner with a provider to deliver services including triage services, general problem-solving support, mobile response support, and intensive stabilization support, with staff available from 7:00 AM to 11:00 PM. The contract is structured as a five-year agreement with a service start date of September 18, 2026.

The total contract value is $5,000,000, with $1,000,000 allocated annually across five contract years beginning September 20, 2026, and ending September 19, 2031. The contractor must be a current Utah Medicaid Provider and comply with Utah Administrative Codes and relevant directives. Contractor qualifications include hiring licensed clinical mental health therapists and case workers, completing required training including CPR, First Aid, de-escalation techniques, and crisis worker certification within 90 days of hire, and maintaining a telephone line connected to SAFEFAM (1-833-SAFE-FAM) for incoming calls. Performance measures require 55 percent of families reporting improved crisis management ability, 60 percent of service episodes resulting in de-escalation without higher-level interventions, and 70 percent of children remaining safely stabilized in their home or community 30 days after intervention. The contractor must submit monthly data reports to DHHS by the 15th of each month and participate in annual program audits.
