About this opportunity

The City of St. Petersburg, Florida is soliciting quotes for epoxy crack repair on two prestressed concrete piles supporting the Main Pier, with questions due October 30, 2026 and responses due November 5, 2026 at 3:00 p.m. Contracts of $50,000 or more require compliance with the City's Small Business Enterprise requirements, under which a specified percentage of work goes to city-certified SBEs. The separate Subcontractor Utilization Plan describes SBE, women-owned, veteran-owned, and minority-owned participation as voluntary goals, with no minimum required for award and no non-responsiveness for zero diverse-business participation.

Work covers pile P3, with approximately 18 linear inches of hairline cracking, and pile P103, with approximately 35 linear inches, both at or above the tidal zone. The vendor must furnish all labor, materials, tools, equipment, and replacement parts, and access will come from pier land access, floating work platforms, and marine vessels, depending on pile location, water depth, tide, and weather. The City intends to award to one vendor on a lump-sum job-cost basis. Preferred qualifications include five years of pier repair experience and the ability to meet the insurance requirements. Required submittals include a W-9, proof of Florida corporate registration, three customer references, and a certificate of insurance. Submissions go through the OpenGov portal and are subject to Florida public records law unless designated as trade secrets.

Insurance requirements are commercial general liability of $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million combined single limit, Florida workers' compensation, and $1 million per occurrence protection and indemnity coverage for vessel operations. The contract requires a public construction bond equal to the full contract amount or alternative security acceptable to the City Attorney. Payment is subject to 5% retainage until Substantial Completion. The City has designated indemnification, insurance, governing law and venue, dispute resolution, liability waivers, attorney's fees, and liability caps as non-negotiable. Contractors must comply with E-Verify and applicable Pinellas County construction regulations. The City may terminate for convenience on thirty days' notice.

Opportunity text

The City of St. Petersburg is seeking qualified vendors to repair two prestressed concrete piles supporting the Main Pier. Of the 421 piles inspected, piles P3 and P103 were found to have hairline cracking at or above the tidal zone. Due to the high internal pressures inherent in prestressed concrete piles, even minor cracking can rapidly worsen or indicate potential structural deterioration. Vendor will be responsible for patching approximately 18 linear inches of cracking on pile P3 and approximately 35 linear inches on pile P103.
