About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg's St. Petersburg Pier Pile Repairs project in Florida. The form requires proposers to demonstrate their intent to utilize small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) in the Tampa Bay Region. Proposers must describe their engagement efforts and strategies for reducing barriers to participation by these business categories, including outreach, education, mentorship, and process improvements designed to increase diverse business participation. The plan requests proposers to identify anticipated percentages of contract amounts allocated to each subcontractor category and list all applicable subcontractors accordingly.

The Subcontractor Utilization Plan establishes voluntary participation goals for small, veteran, minority, and women-owned business enterprises, with no minimum participation levels required as a condition for contract award. Proposers will not be deemed non-responsive for submitting a plan with zero diverse business participation; however, the City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises. The form does not contain pricing information, funding amounts, or specific response dates, as it functions as a template for proposers to outline their subcontracting strategy for the pier pile repair project.
