About this opportunity

The Missouri Department of Transportation (MoDOT) is soliciting proposals from qualified vendors to provide, furnish, and install state-of-the-art video technology systems in four conference rooms at the Transportation Management Center (TMC) and St. Louis District Office in Chesterfield, Missouri, with proposals due March 31, 2025, at 2:00 p.m. Central Time under RFP MODOT-FY25-0063-SL. MBE/WBE participation is encouraged at 10 percent and 5 percent levels respectively (not set-asides).

The scope includes videoconferencing infrastructure supporting Microsoft Teams, Webex, and Zoom in TMC Conference Rooms 209 and 207, District Conference Room 160, and Conference Room 211. Each room requires multiplatform capability, microphone systems, multi-camera installations with speaker-tracking and audience-detection functionality, computer connectivity, and dimming light integration. Conference Room 160 additionally requires new television replacements. All equipment and installations must carry a one-year warranty. TMC Conference Room 207 requires a permanent podium; MoDOT prefers independent equipment setups in each room rather than shared wall-mounted racks. Both desktop and Microsoft Teams setup configurations are acceptable.

The contract period extends one year from execution, with payment on Net 45 terms and FOB shipping. Offerors must submit a firm fixed-price lump-sum cost with itemized cost breakdown. Evaluation criteria weight proposed method of performance at 40 points, key personnel qualifications at 25 points, experience and expertise at 20 points, and proposed fee at 15 points.

A mandatory facility tour is scheduled March 17, 2025, from 10:30 a.m. to 1:30 p.m., with alternative inspection times available by contacting Cherie Beck at 314-370-3793. Written questions are due March 18, 2025, with responses issued March 20. Proposals must be submitted electronically through MissouriBUYS. Vendors must comply with Missouri state business requirements, maintain federal work authorization program enrollment (E-Verify), and carry general liability insurance of not less than $600,000 per person and $4 million aggregate.
