About this opportunity
The Illinois Environmental Protection Agency is purchasing 9 Agilaire 8872 data loggers under a sole-source small purchase with a due date of March 9, 2026. This is a sole-source procurement; Agilaire is the only manufacturer of the 8872 data loggers and associated software compatible with IEPA's existing AirVision data acquisition system, and no competitive bidding is required.
The data loggers will upgrade air monitoring infrastructure at more than 20 of the state's 35 required air monitoring sites. The purchase includes new loggers ordered in 2023, repair and refurbishment of outdated loggers in 2024, and continuation of an existing four-year software support contract through fiscal year 2028. The equipment is critical for federal Clean Air Act compliance; failure to approve the purchase would prevent proper operation of the federally required air monitoring network and could subject Illinois to federal grant sanctions and loss of dedicated funding.
The estimated contract value is $85,950. Funding derives from an IRA grant (IRA-AP31) earmarked for this equipment. A Business Enterprise Program (BEP) goal percentage applies to this procurement.
Under Illinois Standard Terms and Conditions, the vendor must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation insurance as required by law. Vendors must retain books and records for five years (due to federal funding involvement) and comply with all standard Illinois certifications, including tax compliance, debarment status, and Drug Free Workplace Act requirements if the vendor employs 25 or more employees. The State retains the right to terminate for convenience with 30 days' notice and reserves sole ownership of all work product.
