About this opportunity
The City of Tampa Parks & Recreation Department is conducting a sealed bid procurement for sports court resurfacing services across its municipal inventory of over 200 athletic facilities, including basketball, tennis, pickleball, and rackleball courts constructed of concrete or asphalt. The procurement encompasses surface preparation, crack and low-area patching, application of 100% acrylic resurfacer and color coats fortified with silica sand, restriping of playing lines, replacement or refinishing of net posts and sleeves, and fiberglass overlay repairs where needed. Bidders must submit six service line items totaling approximately 6,000 square feet of standard court resurfacing, 6,000 square feet of fiberglass overlay resurfacing, striping services for tennis and pickleball courts, and installation of tennis and pickleball post and net systems. Required qualifications include a permanent place of business, adequate equipment inventory, current contracts with references, at least three references from similar municipal or large-scale recreational court resurfacing projects completed within the past three years, documented key personnel qualifications, and proof of adequate financing. The sealed bid submission deadline is 3:00 p.m. on Thursday, April 23, 2026, with award to be made within 120 days of bid opening. Evaluation criteria include price, contractor experience and qualifications, equipment adequacy, personnel competency, financial capacity, and compliance with submission requirements. The contract term is one year from the effective award date with options for two additional one-year renewal periods by mutual written agreement, plus the City's unilateral right to extend for up to three additional 30-day periods, with annual price escalation permitted thereafter limited to the previous year's Consumer Price Index change.
This procurement is a sheltered market solicitation reserved exclusively for certified Small Local Business Enterprises (SLBEs) located in the City of Tampa, with a five percent bid discount (not to exceed $10,000) applied for evaluation purposes only. The EBO Determination Letter, effective March 26, 2026, established this SLBE set-aside after the scope did not meet Relevant Washington Action parameters for a narrowly tailored requirement. The City's SLBE Availability Contact List identifies one certified vendor, Apsis Construction LLC, located at 1120 E Kennedy Boulevard, Unit 232, Tampa, Florida 33602 (813-451-0144, chasequest@yahoo.com), as eligible to bid on this opportunity. An additional two percent evaluation discount is available for bidders voluntarily complying with criminal history screening practices outlined in City Code Section 2-285. Mandatory insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million, and Workers' Compensation as required by Florida law, with the City named as additional insured. The estimated project value is $250,000, and final acceptance of the awarded contractor's work triggers a 90-day warranty period covering materials and workmanship, excluding structural cracking.
Opportunity text
The City is seeking qualified and experienced vendors specializing in athletic sports court resurfacing. The City maintains a diverse inventory of more than 200 athletic courts, including basketball, tennis, pickleball, and racquetball facilities located throughout the community.
Many of these courts are aging and require professional resurfacing and reconditioning. The courts are constructed of either concrete or asphalt and require services to restore them to a safe, level playing condition while also improving their overall appearance and durability.
Through this bid, the City aims to establish partnerships with vendors who have demonstrated expertise in athletic court resurfacing systems. Vendors should be capable of evaluating existing court conditions, preparing surfaces, and applying resurfacing systems that provide consistent playability and an aesthetically enhanced finish.
Qualified vendors with experience in municipal or large-scale recreational court resurfacing projects are encouraged to respond.
