EXECUTION

3.1 INSPECTION

Awardee shall examine the sports court(s) and surrounding area. Do not start work until unsatisfactory conditions are corrected, and until extent of repair needed (need of fiberglass overlay, replacement of tennis posts sleeves or replacement of tennis court posts) and extent of restriping (based on sports to be played on the court(s)) have been clarified with City Representative. Any pre-existing damage to site or surrounding areas shall be documented by the Awardee. Failure of Awardee to document pre-existing damage(s) on site may result in an expectation by the City of Tampa that the damages are the result of the resurfacing work and as such would need to be repaired by Awardee.

3.2 PREPARATION

3.2.1 Remove and store existing nets, if applicable.

3.2.2 Remove all grass and weeds. Wash courts to remove all dirt, oil, mildew, and foreign matter. Treat cracks and edges with herbicide per manufacturer’s recommendation to inhibit future organic growth.

3.2.3 Machine sand court to remove crack edges and minor elevations.

3.3 INSTALLATION

3.3.1 If tennis post sleeves require replacement (by mutual agreement with City Representative), Awardee shall remove existing posts (store as needed) and excavate existing sleeves and footers. Remove only enough court area to access footer and conduct removal and replacement of same. Compact subgrade under replacement footer to 95% density per AASHTO-T-180. Install new sleeves per manufacturer’s recommendation with appropriate footer (18” diameter round at top tapering down to square bottom minimum 30” per side, and minimum 42” deep overall). Repair court as indicated below based on existing court surfacing material.

3.3.1.1 For concrete courts, top of footer shall be level with court playing surface. Add any necessary fill dirt between edge of footer and underside of court, and compact to 95% density. Top of added fill dirt shall be level with bottom of undisturbed court when compaction is complete. Place sufficient depth concrete as needed over compacted fill dirt to match level of existing court and new footer. Court area immediately adjacent to sleeve shall be repaired to smooth, level surface after sleeve replacement is complete.

3.3.1.2 For asphalt courts, top of footer shall be ¾” below level of court playing surface. Add any necessary fill dirt between edge of footer and underside of court, and compact to 95% density. Top of added fill dirt shall be level with existing compacted soil level under layer of crushed subgrade material beneath asphalt layer when compaction is complete. Add layer of crushed material to match existing base layer under asphalt and compact as needed: top of crushed material shall be level with bottom of undisturbed court when compaction is complete. Apply tack coat over compacted base layer and concrete footer as a binder prior to application of asphaltic concrete. Add sufficient depth of Type S-III Asphaltic Concrete over compacted base to match level of existing court and cover top of concrete footer. Court area immediately adjacent to sleeve shall be repaired to smooth, level surface after sleeve replacement is complete.

3.3.2 All cracks shall be scraped and ground. All cracks of 1/8” width or more shall be patched with an acrylic patch mix and leveled with surrounding area.

3.3.3 Flood courts with water. After one hour, any areas with water still standing with a depth of 1/16” or more shall be patched with an acrylic patch mix.

3.3.4 Machine sand all patched areas and low areas (“bird baths”) to a smooth level surface.

3.3.5 For concrete courts only, apply one coat of acrylic concrete adhesion promoter over the entire court surface.

3.3.6 Over the entire court surface, apply one coat of acrylic resurfacer fortified with silica sand to provide leveling and filler coat for succeeding color coats.

3.3.7 For courts that do not require a fiberglass overlay, apply two texture/color coats of multi-purpose acrylic fortified with silica sand over entire court surface, to provide a tough, durable, textured sport surface. Court colors shall be as follows: tennis courts shall have dark blue court areas with green out-of-bounds areas; multi-purpose courts shall have dark green courts with maroon keys at the goal post areas and beige out-of-bounds areas (if present). If existing court colors differ from this color scheme, confirm desired court color(s) with City Representative prior to ordering color coat material.

3.3.8 If fiberglass overlay method is required, place fiberglass material using a minimum of two additional coats of acrylic resurfacer fortified with silica sand over entire court surface. Adjacent panels shall be overlapped a minimum of 3”. Wrinkles in the fiberglass material shall be corrected prior to application of the acrylic resurfacer. Completely mask and embed fiberglass material to hide the texture of the fiberglass membrane. Apply two texture/color coats of multipurpose acrylic fortified with silica sand over fiberglass overlay layer. Court colors shall be as noted in INSTALLATION 3.3.6.

3.3.9 According to the governing body of the sport(s) to be played on the surface, accurately locate, mark, and paint 2” wide playing lines using acrylic paint fortified with silica sand, as clarified by Awardee for each individual court with City Representative prior to start of work. Standard playing lines for adult players shall be white in color on all courts for all sports. Playing lines for alternative sports and underage sports, such as Pickleball or Under 10 tennis courts (as identified by City Representative), shall be light blue in color.

3.3.10 If existing net posts are not being replaced, prepare net posts as needed for priming and painting per manufacturer’s recommendation. Apply one coat of spray primer. Cover with two costs of spray paint, color to match existing posts. Allow first coat to dry per manufacturer’s recommendation prior to application of second coat. Allow posts to dry thoroughly.

3.3.11 Install new net posts if existing posts are mutually agreed by Awardee and City Representative to require replacement. Re-install existing net posts, if removed for sleeve replacement and in acceptable condition. Reinstall existing nets, if applicable.

3.4 ACCEPTANCE

3.4.1 Inspection to determine acceptance of court resurfacing work will be by the City of Tampa Representative upon Awardee’s request. Provide notification at least three working days before requested inspection date.

3.4.2 The City Representative will prepare a “punch list” of those items which must be corrected before re-inspection for final acceptance. The Awardee shall have no more than a one-week time period in which punch list items must be corrected. Provide 48-hour notification of need for re-inspection.

3.4.3 The City Representative shall notify the Awardee in writing of Final Acceptance; at which time the warranty requirements shall apply.

3.5 WARRANTY Awardee shall warrant materials and workmanship for 90 days after Final Acceptance.

3.6 CLEANING

3.6.1 Perform cleaning daily during installation and upon completion of the resurfacing work. Remove from site all excess materials and equipment. Do not leave uninstalled materials or equipment on site overnight unless arrangements have been made to do so with the City Representative. Repair damage resulting from resurfacing operations.
