About this file

This is an Equal Business Opportunity (EBO) Determination Letter issued by the City of Tampa Parks & Recreation Department for Project 26-P-00204, Sports Court Resurfacing. The procurement seeks qualified vendors to resurface over 200 athletic facilities throughout the city, including basketball, tennis, pickleball, and racquetball courts constructed of concrete or asphalt. Services include surface preparation, crack and low-area patching, application of acrylic resurfacer with color coats and silica sand, restriping of playing lines, replacement or refinishing of net posts and sleeves, and fiberglass overlay repairs. Bidders must submit pricing for six service line items totaling approximately 6,000 square feet of standard resurfacing, 6,000 square feet of fiberglass overlay resurfacing, striping for tennis and pickleball courts, and installation of post and net systems. The sealed bid submission deadline is 3:00 p.m. on Thursday, April 23, 2026, with award to be made within 120 days of bid opening. The contract term is one year from the effective award date with options for two additional one-year renewal periods by mutual agreement, plus the City's unilateral right to extend for up to three additional 30-day periods.

This procurement is designated as a sheltered market solicitation exclusively reserved for certified Small Local Business Enterprises (SLBEs) located in Tampa, with an estimated project value of $250,000. The EBO Determination, effective March 26, 2026, provides a five percent bid discount (not to exceed $10,000) for SLBE participation. An additional two percent evaluation discount is available for bidders who voluntarily comply with criminal history screening practices under City Code Section 2-285. Only one certified SLBE vendor, Apsis Construction LLC, is identified on the City's SLBE Availability Contact List as eligible to bid. Mandatory insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million, and Workers' Compensation as required by Florida law. Final acceptance of work triggers a 90-day warranty period covering materials and workmanship, excluding structural cracking. Annual price escalation permitted in renewal periods is limited to the previous year's Consumer Price Index change.
