About this opportunity

The City of DeBary, Florida is requesting sealed proposals for splashpad renovation and improvement under RFP 3826, with proposals due October 26, 2026 at 2:00 PM EST and a mandatory pre-proposal meeting on September 30, 2026 at 2:00 PM EST at City Council Chambers. The contract will be awarded to the lowest responsive and responsible bidder based on lump-sum base bid pricing.

The scope includes removing and replacing existing splash-pad fixtures with new city-furnished fixtures, replacing an outdoor shower fixture, removing and installing a new pump system with associated filters, controllers, and activation modules, preparing and resurfacing the splash pad with decorative non-slip painting, and replacing six existing benches with new city-furnished benches. The project incorporates a dino-theme design element. Work must comply with applicable Florida building codes, ADA accessibility standards, and health department regulations. Pump and filtration equipment specifications include pitot tube insertion flow meters (Blue-White Industries models F-300, D-300, U-300 series), No-Niche ABS skimmers, variable frequency drives (Yaskawa GA500 AC), fiberglass side-mount media filters (Waterco HRVR series), metering pumps (Stenner 45 and 85 series), multiport valves (Waterco), glycerine-filled stainless steel pressure gauges, and bimetal hot water thermometers. All pricing must include labor, materials, equipment, mobilization, and bonding in a single lump-sum amount submitted on the provided Bid Price Sheet.

Performance and Payment Bonds equal to one hundred percent of the total accepted bid are required unless the contract value does not exceed $200,000, in which case the City may waive this requirement at its discretion. Volusia County must be listed as an additional obligee on required bonds. Commercial General Liability insurance of $1,000,000 per occurrence / $2,000,000 annual aggregate, Business Auto Liability of $1,000,000 per accident, and Workers' Compensation insurance in accordance with Florida statutory requirements are mandatory. The project is partially funded with ECHO funds. Tentative construction start is November 19, 2026, with estimated completion February 26, 2027. Liquidated damages of $500.00 per calendar day apply for work remaining incomplete after the contractual completion date; no time extensions will be granted for inclement weather unless rainfall exceeds normal historical patterns. A one-year correction period applies to maintain the performance bond through the guaranty period. Written inquiries are due October 26, 2026 at 2:00 PM EST. Proposal evaluation occurs October 27, 2026, with anticipated City Council approval on November 18, 2026.
