About this opportunity
Florida Keys Electric Cooperative Association, Inc. (FKEC) is requesting proposals to engineer, procure, and construct a new double-walled vehicle fuel tank system at its Marathon facility, 3421 Overseas Highway, Marathon, FL 33050, with proposals due September 2, 2026 at 2:00 p.m. Questions are due August 26, 2026 at 2:00 p.m. This is a 100% turn-key project funded through FEMA and subject to 2 C.F.R. Part 200 (Uniform Rules) and FEMA requirements.
The scope is a combined 4,000-gallon double-walled tank (2,000 gallons gasoline and 2,000 gallons diesel) to replace existing vehicle fuel storage. Work includes removal of the existing above-ground storage tank (AST) farm except for a 4,000-gallon AST that remains operational until project completion, installation of new fuel dispensers, piping, and associated infrastructure. All survey work, engineering, permitting, civil planning, structural, mechanical, and electrical work are included. Final site restoration leaves only the concrete floor with no remaining sumps or tank farm walls. Contractors must review Exhibit B (existing facility plans and drawings) prior to submission.
The project commences January 2, 2027 with an anticipated completion date of December 1, 2027. FKEC will award a Firm Fixed Price contract. A bid bond equal to five percent of the "not to exceed" bid price is required. Payment is on a fixed not-to-exceed basis with FKEC retaining ten percent of projected costs if the contractor exceeds the scheduled completion date; withheld funds are released upon satisfactory completion. The contractor must maintain general liability ($2,000,000 each occurrence), workers' compensation ($500,000 each accident), and auto liability ($2,000,000 each accident) insurance, with FKEC named as certificate holder. Performance and payment bonds at 100 percent of contract price are required for construction contracts exceeding the federal simplified acquisition threshold.
Proposals are evaluated on firm and staff qualifications (20 points), work plan and materials/design (30 points), and cost proposal (50 points). FKEC reserves the right to reject any or all proposals or award to other than the lowest-priced offeror. Site visits are strongly encouraged. Proposals must include Certifications Regarding Debarment and Suspension, Lobbying, Drug-Free Workplace Statement, and Sworn Statement Pursuant to Section 287.133(3)(A), Florida Statutes. Submit electronically to procurement@fkec.com or via DemandStar e-Bidding.
