About this opportunity

Florida Keys Electric Cooperative (FKEC), a not-for-profit power utility serving the Upper and Middle Florida Keys with over 33,000 meters, is soliciting turn-key engineering, procurement, and construction services for a covered parking structure at its Tavernier Florida Operations Center located at 91630 Overseas Highway in Monroe County, Florida. The structure will measure 40 feet deep by 100 feet long and will feature hot-dipped galvanized metal components, including a white-coated roof and support beams, with white-coated galvanized metal walls on the back and sides only and open bay door openings at 15 feet high to accommodate large vehicles; the design must accommodate future expansion and comply with local wind codes and permitting requirements. Qualified contractors must demonstrate expertise in structural engineering, metal construction, and compliance with FEMA procurement guidance under 2 C.F.R. Part 200, and evaluation will be weighted according to Qualifications of the Firm and Staff (10 percent), Design and Materials (30 percent), Cost Proposal (50 percent), and Schedule Requirements (10 percent). Written questions must be submitted by March 3, 2026 at 2:00 p.m., proposals are due by March 10, 2026 at 2:00 p.m. via email to procurement@fkec.com or through DemandStar e-Bidding, the anticipated award date is April 1, 2026, and the notice to proceed is scheduled for December 1, 2026; a site visit is highly recommended and may be scheduled through the procurement department. Contractors must maintain comprehensive insurance coverage including general liability ($2,000,000), workers' compensation ($500,000), and auto liability ($2,000,000), and must submit a bid guarantee bond equal to five percent of the "not to exceed" bid price, with performance and payment bonds equal to 100 percent of the contract price required upon award. The contract will be awarded on a firm fixed-price basis with ten percent of projected costs withheld if the contractor exceeds the scheduled completion date, and all work must include a one-year warranty on design, workmanship, and materials while adhering to FKEC's tobacco-free campus policy.

Contractors must take affirmative steps to solicit small and minority businesses, women's business enterprises, and labor surplus area firms for any subcontracted work as required under FEMA's Procurement Guidance for Recipients and Subrecipients. Work must be scheduled to minimize disruption to FKEC operations, with required work hours of Monday through Thursday, 7:00 a.m. to 5:00 p.m., and preferred work hours of Monday through Saturday, 7:00 a.m. to 5:00 p.m., subject to FKEC approval. The project is anticipated to be funded through FEMA, though no specific budget or award value range is published in the solicitation materials. Supporting exhibits provided to all bidders include a facility survey (EXHIBIT C), geotechnical exploration report with foundation design recommendations (EXHIBIT B), drone overlay survey mapping (EXHIBIT D), and FKEC's standard Terms and Conditions with bonding requirements (EXHIBIT A), ensuring all respondents have access to consistent, verified facility and subsurface information for accurate cost estimation and feasible proposal development. No incumbent vendors or existing contractors are identified in the solicitation, and no technology integration requirements are specified beyond compliance with applicable local codes and federal procurement regulations.
