EXHIBIT C: FACILITY SURVEY - FLORIDA KEYS ELECTRIC COOPERATIVE COVERED PARKING PROJECT

This facility survey document is submitted by Florida Keys Electric Cooperative (FKEC), a not-for-profit power utility serving the Upper and Middle Florida Keys, in support of a competitive solicitation for turn-key engineering, procurement, and construction services for a covered parking structure at FKEC's Tavernier Operations Center located at 91630 Overseas Highway in Monroe County, Florida. The project involves the design and construction of a 40-foot-deep by 100-foot-long covered parking structure with hot-dipped galvanized metal components, including a white-coated roof and support beams, white-coated galvanized metal walls on the back and sides, and open bay door openings at 15 feet high to accommodate large vehicles. The design must accommodate future expansion and comply with local wind codes and permitting requirements. Written questions must be submitted by March 3, 2026 at 2:00 p.m., with proposals due by March 10, 2026 at 2:00 p.m. via email to procurement@fkec.com or through DemandStar e-Bidding. A site visit is highly recommended and may be scheduled through the procurement department. The anticipated award date is April 1, 2026, with a notice to proceed scheduled for December 1, 2026, and the contract includes a one-year warranty on design, workmanship, and materials.

Evaluation of proposals will be weighted according to Qualifications of the Firm and Staff (10 percent), Design and Materials (30 percent), Cost Proposal (50 percent), and Schedule Requirements (10 percent). The contract will be awarded on a firm fixed-price basis with ten percent of projected costs withheld if the contractor exceeds the scheduled completion date. Qualified contractors must maintain comprehensive insurance coverage including general liability ($2,000,000), workers' compensation ($500,000), and auto liability ($2,000,000), and must submit a bid guarantee bond equal to five percent of the "not to exceed" bid price, with performance and payment bonds equal to 100 percent of the contract price required upon award. The project is anticipated to be funded through FEMA, though no specific budget or award value range is published in the solicitation materials. All contractors must take affirmative steps to solicit small and minority businesses, women's business enterprises, and labor surplus area firms for subcontracted work as required under FEMA's Procurement Guidance. Work must be scheduled to minimize disruption to FKEC operations, with required work hours of Monday through Thursday, 7:00 a.m. to 5:00 p.m., and preferred work hours of Monday through Saturday, 7:00 a.m. to 5:00 p.m., subject to FKEC approval. Supporting exhibits provided to all bidders include a geotechnical exploration report with foundation design recommendations, drone overlay survey mapping, and FKEC's standard Terms and Conditions with bonding requirements, ensuring all respondents have access to consistent, verified facility and subsurface information.
