About this file
This is an award posting document from Florida Keys Electric Cooperative Association, Inc. (FKEC), a not-for-profit power utility serving the Upper and Middle Florida Keys with over 33,000 meters in Monroe County, Florida. FKEC solicited turn-key engineering, procurement, and construction services for a covered parking structure measuring 40 feet deep by 100 feet long at its Tavernier Florida Operations Center located at 91630 Overseas Highway. The structure features hot-dipped galvanized metal components with a white-coated roof and support beams, white-coated galvanized metal walls on the back and sides, and open bay door openings at 15 feet high to accommodate large vehicles. Written questions were due by March 3, 2026 at 2:00 p.m., and proposals were due by March 10, 2026 at 2:00 p.m. via email to procurement@fkec.com or through DemandStar e-Bidding. The award was announced on March 31, 2026 to MCF Construction & Consultants, Inc., with a notice to proceed scheduled for December 1, 2026. A site visit was highly recommended and could be scheduled through the procurement department.
The contract was awarded on a firm fixed-price basis with evaluation weighted according to Qualifications of the Firm and Staff (10 percent), Design and Materials (30 percent), Cost Proposal (50 percent), and Schedule Requirements (10 percent). Contractors were required to maintain comprehensive insurance coverage including general liability ($2,000,000), workers' compensation ($500,000), and auto liability ($2,000,000), and submit a bid guarantee bond equal to five percent of the "not to exceed" bid price, with performance and payment bonds equal to 100 percent of the contract price required upon award. Ten percent of projected costs would be withheld if the contractor exceeded the scheduled completion date. All work must include a one-year warranty on design, workmanship, and materials and adhere to FKEC's tobacco-free campus policy. The project is anticipated to be funded through FEMA. FKEC does not meet the definition of a "state and local government agency" under Florida Statute Title X, Chapter 119 and therefore reserves the right to protect its privacy and that of its bidders and vendors.
