FKEC General Information

Florida Keys Electric Cooperative (FKEC) is the private, not-for-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 33,000 meters. FKEC presently has an authorized workforce headcount of 119, with an actual headcount of 115. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.

The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.

Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.

FKEC and its representatives have exercised due care in preparing this Request for Proposal (solicitation). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.

Scope of Services

Florida Keys Electric Cooperative Association, Inc. (FKEC) is seeking a contractor for a turn-key project to engineer, procure, and construct, a 40’ deep by 100’ long covered parking structure at our Tavernier Florida Operations Center facility located at 91630 Overseas Highway. The structure will be used for FKEC vehicle and trailer parking to minimize sun and salt spray damage to FKEC’s fleet. The parking structure will have a hot-dipped galvanized metal roof (coated white), hot-dipped galvanized beams as supports, hot-dipped galvanized metal walls (coated white) with the walls on only the back and sides of the structure to minimize sun and sea spray and open bay door openings with no doors installed in the front at 15’ high to accommodate large vehicles entry for parking. The pier foundations will need to accommodate support for the structure, but the structure floor will remain as is, which is part asphalt and part gravel. The structure must be designed in a way that allows for future expansion to the structure. The location of the structure will be as close to the existing chain link fence and concrete wall as permitting will allow on the top side of Lot 12 & 13, with the lots shown on EXHIBIT C.

The contractor will be responsible for all labor, material and services involved with the engineering and procurement of all material and construction, including procurement of all permitting, and any site preparation/restoration to add the structure.

The contractor will be responsible for designing the structure to meet area wind codes based on the structure type, obtaining all needed permits, including providing all needed documentation, including any needed sealed as-built drawings, to close out permits upon project completion.

Final AutoCAD format drawings will be provided to FKEC for all drawings used on the project upon completion of the project.

The contractor will perform all needed locates for underground utilities, provide all needed notifications to other utilities, and supply any necessary documentation to all required agencies. This structure will be installed on FKEC property. If any private locates are needed other than Sunshine 811, the contractor will be responsible for their completion before ground work begins. FKEC will supply available drawings to the winning bidder, but underground drawings are never 100% accurate. Vacuum digging or hand digging to find any marked utilities (on drawings or locates) might be required before an auger or mechanical excavation machine can be used. The contractor will be solely responsible for complying with and completion of all required permit conditions required for this project.

The contractor shall keep all work areas neat and tidy on a daily basis. At completion of the project, the contractor shall remove from the area all temporary structures and garbage at their own expense. The work area shall be restored to pre-construction conditions upon completion.

FKEC does not have any useable property to store equipment or materials. Contractor will need to secure laydown yards as needed.

Contractor shall adhere to FKEC’s tobacco free campus policy.

Any work performed by contractor shall be performed in a way to minimize any effect on FKEC business operations (days: Monday - Thursday, hours: 7:00am-5:00pm) and ensure a safe work area. Preferred work days and hours allowed are Monday – Saturday 7:00am-5:00pm and FKEC approval will be needed for time outside this schedule. The work location will be near FKEC’s operations area. Any heavy dust, debris, or safety related concerns will need to be mitigated by the contractor.

Contractor shall provide a project schedule showing engineering timeline, materials and procurement timeline, permitting and construction timelines.

Upon project completion, the contractor will be required to guarantee the final product design, workmanship and materials to be free from defects for a period of not less than one year. The contractor shall promptly correct any defects, including nonconformance.

A site visit is highly recommended. Please request a site visit via procurement@fkec.com.

The approximate location of the covered storage structure is marked in red below.
