About this file

This is a drone overlay survey mapping document prepared by Massey-Richards Surveying & Mapping, LLC for Florida Keys Electric Cooperative (FKEC) in support of a covered parking structure engineering, procurement, and construction project at the FKEC Tavernier Florida Operations Center located at 91630 Overseas Highway in Monroe County, Florida. The drone overlay survey provides aerial mapping documentation of the project site in Section Township South, Range East, Monroe County, Florida, with the fieldwork and drawing completed by Cody A. Richards. The project scope involves the design and construction of a 40-foot deep by 100-foot long covered parking structure with hot-dipped galvanized metal components, white-coated roof and support beams, and white-coated galvanized metal walls on the back and sides with open bay door openings at 15 feet high to accommodate large vehicles. Written questions regarding the project must be submitted by March 3, 2026 at 2:00 p.m., with proposals due by March 10, 2026 at 2:00 p.m. via email to procurement@fkec.com or through DemandStar e-Bidding. A site visit is highly recommended and may be scheduled through the procurement department. The anticipated award date is April 1, 2026, with notice to proceed scheduled for December 1, 2026.

Qualified contractors must demonstrate expertise in structural engineering, metal construction, and FEMA procurement compliance under 2 C.F.R. Part 200, with evaluation weighted according to Qualifications of the Firm and Staff (10 percent), Design and Materials (30 percent), Cost Proposal (50 percent), and Schedule Requirements (10 percent). Contractors must maintain comprehensive insurance coverage including general liability ($2,000,000), workers' compensation ($500,000), and auto liability ($2,000,000), and must submit a bid guarantee bond equal to five percent of the "not to exceed" bid price, with performance and payment bonds equal to 100 percent of the contract price required upon award. The contract will be awarded on a firm fixed-price basis with ten percent of projected costs withheld if the contractor exceeds the scheduled completion date. All work must include a one-year warranty on design, workmanship, and materials while adhering to FKEC's tobacco-free campus policy. Work hours are required Monday through Thursday, 7:00 a.m. to 5:00 p.m., with preferred hours of Monday through Saturday, 7:00 a.m. to 5:00 p.m., subject to FKEC approval. The project is anticipated to be funded through FEMA, though no specific budget or award value range is published in the solicitation materials.
