About this opportunity
The Kansas Department of Health and Environment (KDHE), Bureau of Family Health, is soliciting competitive proposals to establish a qualified vendor list (QVL) for providers of assistive technology, durable medical equipment, and related support services through the Special Health Care Needs (SHCN) Program, which serves eligible children and youth under age 21 with special health care needs and their families across Sedgwick County and Wathena City. The procurement encompasses a broad range of products and services including fabrication and fitting of prosthetic and orthotic devices, supply and customization of manual and power wheelchairs, installation and maintenance of wheelchair ramps and lifts, augmentative and alternative communication devices, adaptive and positioning equipment, and repair and maintenance services. Qualified vendors must demonstrate relevant experience, service capacity, quality and safety standards, cost-effectiveness, customer service capabilities, and compliance with all applicable federal and state requirements including HIPAA, confidentiality laws, and licensing standards. Multiple contracts may be awarded to ensure statewide or regional access to high-quality products. The RFP opened on April 15, 2026, with a closing date of May 27, 2026, at 2:00 PM CDT; written questions requesting clarification must be submitted to Procurement Officer Grant L. Lee Askew (lee.askew@ks.gov; 785/296-7107) by close of business on Wednesday, May 6, 2026, with at least 24 hours' notice required for official invitation requests. Proposals must be shipped to KDHE at 1000 SW Jackson Street, Room 570, Topeka, Kansas by June 1, 2026.
Bidders must comply with State of Kansas requirements including submission of a current Tax Clearance Certificate from the Kansas Department of Revenue and completed forms for Boycott of Israel, Sexual Harassment, and Immigration Reform and Control Act compliance; all bids must accept state terms and conditions, agree to Procurement Card payment without additional charges, and accept electronic funds transfer payment. Vendors may claim applicable preferences under the Kansas Bidder Preference Program for Disabled Veteran Owned Businesses, State Use Purchases, or Certified Business categories with supporting documentation required. The contract term shall be five years from the date of execution with potential renewal or extension at KDHE's discretion, with pricing based on current established Medicaid rates plus ten percent for catalog-based products and annual price adjustments limited to five percent increases with 30 days' prior documentation. Payment terms are net 30 days via electronic funds transfer unless a hardship exception is approved, with all services requiring prior written authorization from KDHE before work begins and approval contingent upon available program funding. The RFP documents indicate no specific bid guarantee is required and no guaranteed volume is offered; the State reserves the right to accept or reject any or all bid responses and confirm tax status of potential contractors prior to purchase order or contract award.
