About this file

This is a Questions and Answers document issued by the Kansas Department of Health and Environment (KDHE), Bureau of Family Health, regarding the Special Health Care Needs Equipment and Support Services solicitation (EVT0010790). The RFP seeks to establish a qualified vendor list of providers capable of supplying assistive technology, durable medical equipment, and related support services to eligible children and youth under age 21 with special health care needs across designated service areas. The solicitation encompasses a broad range of customized and specialized products including prosthetic and orthotic devices, manual and power wheelchairs, ramps, lifts, augmentative and alternative communication (AAC) devices, adaptive equipment, and related repair and maintenance services. The RFP opened on April 15, 2026, with a closing date of May 27, 2026, at 2:00 PM CDT. Written questions requesting clarification must be submitted to Procurement Officer Lee Askew by May 6, 2026, and proposals must be shipped to KDHE at 1000 SW Jackson Street, Room 570, Topeka, Kansas by June 1, 2026. The contract term is five years from execution date with potential renewal or extension at KDHE's discretion.

The pricing framework establishes that catalog-based products shall not exceed the current established Medicaid rate plus ten percent, with annual price adjustments limited to five percent increases requiring 30 days' prior documentation. For specialized or customized equipment including power and manual wheelchairs, ramps, lifts, and AAC devices that lack traditional catalogs, vendors may submit alternative documentation such as manufacturer pricing structures, representative product listings, sample order forms, or pricing methodologies. Vendors are not required to provide all products and services listed in the RFP scope but rather should identify the specific categories within their areas of expertise. The estimated annual expenditure under the Special Health Care Needs Program is approximately $175,000 to $200,000 across all conditions and populations, though this amount is provided for informational purposes only and does not guarantee future expenditures or purchases. The program serves approximately 150 children and youth with special health care needs and their families, and does not maintain historical utilization data broken down by service type.

1285. Cost SheetIt's our understanding that we are to submit a rate proposal for specialized equipment. What is meant by, "Products are catalog based and will be no more than the current established Medicaide rate +10%"?The intent of this RFP is to establish a pool of qualified vendors who may provide medically necessary equipment, supplies, and related services for children and youth with special health care needs on an as-needed basis.

The statement, “Products are catalog based and will be no more than the current established Medicaid rate +10%,” is intended to establish a general pricing framework for products or equipment that have identifiable pricing structures or Medicaid-established reimbursement rates.

The State recognizes that certain categories of specialized or customized equipment; including, but not limited to, customized power and manual wheelchairs, ramps, lifts, and AAC devices; may not have traditional catalogs due to the individualized nature of the products and configurations. In these cases, vendors may submit alternative documentation such as manufacturer pricing structures, representative product listings, sample order forms, pricing methodologies, or similar materials that adequately describe the products and pricing approach utilized by the vendor.

3 16 2.9 Unit Pricing and 2.10 Euqipment Both these sections imply the state is looking for proposals for equipment to include specific details including manufacturer, model # and description. Is there an equipment list we are bidding on? Is it acceptable to propose a price based on manufacturer and not provide model # and descriptions? This is due to wide range of products based on each individuals needs. The State is not soliciting bids for a predefined list of specific equipment items under this RFP. Rather, the purpose of this procurement is to identify qualified vendors capable of providing medically necessary equipment, supplies, and related services based on the individualized needs of eligible children and youth.

Due to the broad range of specialized and customized products that may be required, vendors are not required to provide specific model numbers and detailed descriptions for every possible item that could be provided under this RFP. It is acceptable for vendors to propose pricing and product information at the manufacturer or product-category level when specific models cannot reasonably be identified in advance.

Vendors should provide sufficient information to demonstrate the types of products and services available, along with the methodology used to determine pricing for customized or specialized equipment.
