About this file
This is Amendment Four to a Request for Proposal issued by the Kansas Department of Health and Environment (KDHE), Bureau of Family Health, for Special Health Care Needs Equipment and Services. The procurement establishes a qualified vendor list (QVL) for providers of assistive technology, durable medical equipment, and related support services to eligible children and youth under age 21 with special health care needs and their families in Sedgwick County and Wathena City. The scope encompasses prosthetic and orthotic device fabrication and fitting, manual and power wheelchair supply and customization, wheelchair ramp and lift installation and maintenance, augmentative and alternative communication devices, adaptive and positioning equipment, and repair and maintenance services. The original RFP opened April 15, 2026, with an initial closing date of May 27, 2026, at 2:00 PM CDT; Amendment Four revises the closing date to June 19, 2026, at 2:00 PM CST. Written questions for clarification were due by May 6, 2026, with at least 24 hours' notice required for official invitation requests. Proposals were to be shipped to KDHE at 1000 SW Jackson Street, Room 570, Topeka, Kansas by June 1, 2026. The contract term is five years from the date of execution with potential renewal or extension at KDHE's discretion.
Qualified vendors must demonstrate relevant experience, service capacity, quality and safety standards, cost-effectiveness, customer service capabilities, and compliance with all applicable federal and state requirements including HIPAA, confidentiality laws, and licensing standards. Pricing is based on current established Medicaid rates plus ten percent for catalog-based products, with annual price adjustments limited to five percent increases and 30 days' prior documentation required. Payment terms are net 30 days via electronic funds transfer unless a hardship exception is approved. Bidders must comply with State of Kansas requirements including submission of a current Tax Clearance Certificate, completed forms for Boycott of Israel, Sexual Harassment, and Immigration Reform and Control Act compliance, and acceptance of Procurement Card payment without additional charges. Vendors may claim applicable preferences under the Kansas Bidder Preference Program for Disabled Veteran Owned Businesses, State Use Purchases, or Certified Business categories with supporting documentation. All services require prior written authorization from KDHE before work begins, with approval contingent upon available program funding. The State reserves the right to accept or reject any or all bid responses. A signed copy of Amendment Four must be submitted with the bid by the closing date.
