About this opportunity

The Massachusetts Department of State Police, Forensic Services Division, is soliciting responses through Request for Response SP26-Crime Lab Temp-L01 for the procurement of wireless and computer-based temperature and humidity monitoring services for multiple crime laboratory locations throughout the Commonwealth. The solicitation seeks qualified contractors to install, maintain, and operate environmental monitoring systems across nine crime lab facilities located in Bourne, Danvers, Lakeville, Maynard, Milford, Roxbury, Springfield, Sudbury, and Worcester, with initial implementation focusing on three existing monitored locations (Maynard, Springfield, and Milford). Key deliverables and requirements include NIST-traceable, calibrated sensors with remote alarming capabilities; perpetual maintenance and record-keeping of temperature and humidity data; technical support available within 24 hours; initial training during installation and ongoing support services; two-year calibration services or sensor replacement; replacement of defective sensors at no cost within two years; and comprehensive implementation and transition plans covering all locations. Evaluation will be based on fiscal terms (30 points), scope of services and ability to meet specifications (30 points), bidder qualifications and experience (20 points), business references (20 points), and oral presentations or product demonstrations (20 points), with an additional 10 evaluation points available for Small Business Purchasing Program (SBPP) certification. Bidders must submit written questions by April 7, 2026, at 3:00 PM EST, with official answers published on or around April 14, 2026; responses are due through the COMMBUYS system by April 22, 2026, at 3:00 PM EST. A bidders' conference and site visit to the Maynard facility may be held if deemed necessary, oral presentations from selected bidders are estimated for April/May 2026, and contract awards are anticipated in May 2026. The initial contract duration is two years with three optional two-year renewal periods available, for a maximum total contract duration of eight years.

This procurement is designated as a Small Business Purchasing Program (SBPP) opportunity, meaning preference will be given to SBPP-verified small businesses meeting best value criteria; however, non-SBPP participants may be considered if no SBPP bidder meets requirements. No incumbent vendors or existing contractors are identified in the solicitation documents. Bidders must submit required documentation including certificates of liability insurance (general liability, auto, workers' compensation, and professional liability), business references with at least one from a forensic services facility, Standard Contract Forms, Massachusetts Substitute W-9 Forms, Prompt Pay Discount Forms, Contractor Authorized Signatory forms, and detailed pricing schedules. The contract is classified as a Rate Contract with no maximum obligation, meaning payments will be issued based on authorized performance and actual rates incurred rather than a fixed cap. The anticipated annual expenditures are estimated at approximately $12,268 per year, with historical spending of $5,720 in FY25 and $15,213 in FY24, suggesting a total contract value not exceeding $250,000 annually. Contract prices remain fixed during the initial contract period, with opportunities to request price increases supported by written justification for renewal options, and Commonwealth payments are processed through Electronic Funds Transfer within the standard 45-day cycle from invoice receipt.
