About this opportunity
The City of Winter Haven, on behalf of the Polk Regional Water Cooperative (PRWC), has issued a Request for Qualifications (RFQ) for Construction Manager-at-Risk (CMAR) services for two major water infrastructure projects in Polk County, Florida. The first project is the Southeast Wellfield Project, Phase 1, which will include a 5 MGD reverse osmosis (RO) treatment facility, 12.5 MGD of transmission pipeline, and supporting wells and infrastructure. The second project is the West Polk Lower Floridan Aquifer Project, Phase 1, which will include a 2.5 MGD RO facility and 10 MGD of transmission pipeline. The CMAR will be responsible for managing all aspects of the construction for these projects. The RFQ specifies detailed requirements for the proposer's qualifications, experience, personnel, and technical resources, as well as bonding and insurance requirements. Proposals are due by 5:00 PM on April 29, 2022, and must be submitted in hard copy. A mandatory pre-proposal meeting will be held on April 12, 2022, with both in-person and virtual Zoom options available.
The RFQ is open to all qualified Florida-licensed general contractors that have been in business for at least 10 years and meet the minimum experience requirements related to CMAR services for public utility projects, RO treatment facilities, wellfields, and pipelines. The Cooperative reserves the right to reject any and all proposals, waive informalities, re-advertise, and enter into a contract determined to be in the best interest of the Cooperative. Funding for the projects will come from the PRWC member governments and may involve state and federal grants or loans, but pricing terms are not requested in the RFQ, which is focused on qualifications rather than compensation.
