About this file

This document is Addendum 4 to the Request for Qualifications (RFQ-22-32) issued by the Polk Regional Water Cooperative, on behalf of the City of Winter Haven, for the Southeast Wellfield Project, Phase I and West Polk Lower Floridan Aquifer Project, Phase 1 Construction Manager-At-Risk. The addendum answers a question regarding the potential for separating the injection wells from the overall scope, noting that while the construction of injection wells is currently part of the CMAR's expected scope, the Cooperative reserves the right to modify the scope and issue separate solicitations for materials or construction activities. The addendum also includes the sign-in sheet from the pre-proposal meeting and requests contact information from Zoom attendees.

The RFQ is for a CMAR to provide management services for the Southeast Wellfield Project, Phase I and West Polk Lower Floridan Aquifer Project, Phase 1, which are located in Polk County and the City of Winter Garden, Florida. Respondents must submit paper copies of their qualifications per the instructions, as electronic submittals are not accepted. The Cooperative intends to make every effort to ensure wide publication and reach for this important project.

Addendum 4

The Request for Qualifications, RFQ-22-32 (Southeast Wellfield Project, Phase I and West Polk Lower Floridan Aquifer Project, Phase 1 Construction Manager – At Risk, Polk Regional Water Cooperative) is hereby amended by this Addendum Number Four through the following questions and answers:

Question 1: Will the Owner consider separating the Injection Wells and bid them out separately to facilitate improved timing and cost?

Answer 1: At this time, construction of injection wells is part of the scope of management services expected to be performed by the successful CMAR proposer, subject to the terms and conditions of RFP-22-32 and competitive contract negotiations. However, the Cooperative reserves the right to add or delete any or all items from the successful CMAR proposer's scope of management services, and issue individual solicitations for materials acquisitions or construction activity, that the Cooperative may determine to be in its best interest. For purposes of responding to this solicitation, proposers should assume that construction of injection wells is contemplated in the scope of management services.

Addendum 3 follow-up: This addendum posted the sign-in sheet from the Pre-Proposal meeting of April 12, 2022 and requested that Zoom attendees respond with their contact info for posting on a subsequent addenda.

The following response was received:

C.W. “Bill” Musselwhite – Youngquist Brothers, LLC – Bill@YounquistBrothers.com

Harvey Youngquist, Jr. – Youngquist Brothers, LLC – Harvey@YoungquistBrothers.com

All other terms and conditions remain the same.

Sincerely, CITY OF WINTER HAVEN
