About this file

This document is an Addendum to Request for Qualifications (RFQ) No. 22-32, issued by the Office of Procurement on behalf of the Polk Regional Water Cooperative, for the Southeast Wellfield Project, Phase I and the West Polk Lower Floridan Aquifer Project, Phase 1 Construction Manager-At-Risk (CMAR) services. The RFQ has been amended to allow proposers to submit experience on collaborative delivery projects such as design-build or progressive design-build in addition to direct CMAR experience. The number of required "Qualified Projects" remains 3 to 5. The Cooperative will make protected project documents available upon request to eligible parties who have indicated intent to participate as a proposer or have downloaded the RFQ. The pre-proposal meeting is now voluntary with both in-person and virtual attendance options. Proposals will be accepted from firms that did not attend the pre-proposal meeting.

The procurement goal is to contract with one or more qualified Florida general contractors with previous experience in water plant and regional-scale alternative water supply project construction to act as CMAR. The projects are located in Polk County, Florida. Pricing terms, set-asides, funding requirements, and other commercial details were not provided in this addendum.

Addendum 2

The Request for Qualifications, RFQ-22-32 (Southeast Welfield Project, Phase I and West Polk Lower Floridan Aquifer Project, Phase 1 Construction Manager – At Risk, Polk Regional Water Cooperative) is hereby amended by this Addendum Number Two through the following questions and answers:

Question 1: On page 14 of the RFQ, under Tab 3, the RFQ states to “Provide a minimum of three (3) and a maximum of five (5) CMAR “Qualified Projects” performed for public entities which best illustrate the experience of the firm and current staff.” To provide PRWC with the most relevant experience, would PRWC consider revising this language to “Provide a minimum of three (3) and a maximum of five (5) collaborative delivery projects including design-build, progressive design-build, and/or CMAR “Qualified Projects” performed for public entities which best illustrate the experience of the firm and current staff.”

Answer 1: The ultimate procurement goal for RFQ 22-32 is to contract with one or more qualified Florida general contractors with previous experience in the construction of water plants and regional-scale alternative water supply projects to act as CMAR/Construction Manager at Risk. The Polk Regional Water Cooperative is willing to consider experience information from Proposers regarding “Qualified Projects” delivered using collaborative methods other than direct CMAR experience (such, as design-build, progressive design-build, &c.), however, the experience should be relevant to the Proposer’s ability to provide the CMAR services expected to be delivered for the Cooperative’s Southeast Wellfield and West Polk Lower Floridan Aquifer projects as articulated in the RFQ. Please note that experience on projects delivered using collaborative methods other than direct CMAR experience may not be used as a substitute for the minimum amount of experience described under the heading “Minimum Amount of Experience” on Pages 12 and 13 of the RFQ.

The following language modifications to Tab 3(a) on Page 14 of the RFQ are hereby adopted (text added is in underlined font and text deleted is in strikethrough font):

“Tab 3: Experience, Expertise, Personnel and Technical Resources (30 points)

(a) Provide a minimum of three (3) and a maximum of five (5) CMAR “Qualified

Projects” performed for public entities which best illustrate the experience of the firm and current staff. Such projects shall either be direct Proposer CMAR projects or collaborative delivery projects, such as design-build projects or progressive design-build projects, where the Proposer’s responsibilities were comparable to a CMAR or sufficiently illustrate that the Proposer can competently provide the CMAR services expected by the Cooperative in this solicitation. (List no more than five (5) projects completed within the last ten (10) years.) (Maximum of two (2) pages only per project). For each project submitted please provide:

RFQ 22-32

Question 2: Page 32 of the RFQ Lists the RFQ Documents. Can the PRWC please provide the missing attachments from the solicitation including: Composite Exhibit 'A' - Southeast Wellfield Preliminary Design Report and SE Transmission Main Preliminary Design Report, Exhibit 'B' - West Polk LFA Preliminary Design Report, Figure 1a, Figure 1b, Figure 2, Figure 3, Figure 4, and Figure 5?

Answer 2: Florida law specifies that blueprints, schematic drawings and diagrams, including draft, preliminary and final formats which depict the internal layout and structural elements of a building, water treatment facility or other structure owned or operated by a public agency are exempt from public disclosure and copying. The documents “Composite Exhibit 'A' - Southeast Wellfield Preliminary Design Report and SE Transmission Main Preliminary Design Report”, “Exhibit 'B' - West Polk LFA Preliminary Design Report”, “Figure 1a”, “Figure 1b”, “Figure 2”, “Figure 3”, “Figure 4”, and “Figure 5” all contain exempt protected information under Florida law. The Procurement Manager is permitted to disclose exempt protected information to a licensed architect, engineer or contractor and all entities receiving this information shall maintain its exempt status. To ensure that the exemption is properly managed, protected documents will be made available upon request to parties who have indicated their intent to participate in this solicitation as a Proposer or have downloaded the RFQ document from the Mercell e-procurement platform as a potential Proposer. Parties interested in viewing protected documents should email their request to the Procurement Manager at the address procurement@mywinterhaven.com. A link to download protected documents will be provided to the requester once a party’s eligibility to receive the information is confirmed. Please note that, per Pages 3 and 6 of the RFQ, persons and entities in receipt of protected information are obligated to either return all copies of the protected information or destroy all such protected information at the conclusion of the solicitation process.

Question 3: Can subcontractors obtain a set of prints for this project?

Answer 3: Due to the public records exemption for blueprints, schematic drawings and diagrams, including draft preliminary and final formats which depict the internal layout and structural elements of a building, water treatment facility or other structure owned and operated by a public agency, protected documents will only be released to parties who have requested to participate in this solicitation as a Proposer or have downloaded the RFQ document from the Mercell e-procurement platform as a potential Proposer. Parties interested in participating in this solicitation as a subcontractor to a Proposer are requested to contact the expected primary Proposer/planholder to solicit a position on the Proposer’s team and examine protected information that is in the Proposer’s possession. The primary Proposer will remain responsible to ensure that the exempt status of information in its possession is preserved as required by Florida law. See § 119.071(3)(b)4., Fla. Stat. (2021).

Question 4: In Addendum Number One, dated April 6, 2022, the pre-proposal meeting scheduled for April 12, 2022 was changed to a voluntary meeting with both in-person and Zoom options for attendance made available. May a party that did not attend the pre-proposal meeting submit a Proposal?

Answer 4: Yes. This is a nationwide solicitation, and in an effort to ensure that all qualified interested firms have an opportunity to submit a proposal to the Cooperative, the in-person mandatory pre-proposal meeting was changed to a non-mandatory meeting convened both virtually and in-person. As such, all references to the mandatory nature of the pre-proposal meeting in the published copies of legal advertisements and in the Special Instructions to this RFQ were amended by Addendum Number One to make the pre-proposal meeting voluntary. Addendum Number One was distributed to all interested mailto:procurement@mywinterhaven.com
