About this file
This document is an addendum to the Request for Qualifications (RFQ) issued by the City of Winter Haven on behalf of the Polk Regional Water Cooperative (PRWC) for the Southeast Wellfield Project, Phase 1 and the West Polk Lower Floridan Aquifer Project, Phase 1 Construction Manager-at-Risk (CMAR). The RFQ seeks qualifications from firms to provide CMAR services for these two major water infrastructure projects. The Southeast Wellfield Project will include a 5 MGD reverse osmosis (RO) treatment facility, 12.5 MGD of transmission pipeline, and supporting wells and infrastructure. The West Polk Lower Floridan Aquifer Project will include a 2.5 MGD RO facility and 10 MGD of transmission pipeline. Proposals are due by 5:00 PM on April 29, 2022, and must be submitted in hard copy. The RFQ sets forth detailed requirements for the proposer's qualifications, experience, personnel, and technical resources, as well as bonding and insurance requirements. The CMAR contracts are expected to be awarded by the PRWC upon review of the submitted proposals.
The RFQ specifies that the CMAR must be a Florida-licensed general contractor that has been in business for at least 10 years. The CMAR must also meet minimum experience requirements related to CMAR services for public utility projects, RO treatment facilities, wellfields, and pipelines. Pricing terms are not requested in the RFQ, which is focused on qualifications rather than compensation. Funding for the projects will come from the PRWC member governments and may involve state and federal grants or loans.
