About this opportunity

Broward County is soliciting a fixed contract for the purchase and installation of a sound masking system for the Crisis Intervention & Support Division (CISD) at the Nancy J. Cotterman Center. The procurement requires furnishing and installing a comprehensive sound masking solution covering approximately 12,700 square feet, which includes specific technical components such as one i.Net Headend Rack Mount, one i.Net Remote Control, one i.Net Terminator, seven i.Net Operating Platforms, two 48V Power Supplies, and 110 i.Net Speakers. Vendors must provide high-resolution quality equipment, deliver items within 30 business days after purchase order receipt, and complete installation within 30 business days, all performed after normal business hours. The solicitation requires electronic submission through Bonfire BPRO by September 5, 2025, with vendors encouraged to submit questions through the platform's messaging system prior to the questions deadline. Evaluation will be based on lowest responsive and responsible bidder, with the county reserving the right to award on a group, item-by-item, or total bid price basis.

While no specific small business set-aside is explicitly designated for this solicitation, Broward County's Office of Economic and Small Business Development (OESBD) procurement preferences are noted as not applicable to this specific contract. Vendors must comply with comprehensive requirements including insurance coverage (with minimum liability limits), security protocols, anti-human trafficking certifications, and detailed background screening procedures. The contract allows for potential additional quantity purchases up to 20% of the original amount within one year of award. Vendors must perform 100% of the contract work themselves without subcontracting, and must provide a one-year warranty covering work quality and installation. While a specific budget range is not detailed, the comprehensive technical specifications and installation requirements suggest a substantial investment in sound masking technology for the county's sensitive facilities. The contract will be awarded to the lowest responsive and responsible bidder, with the county maintaining significant discretion in the award process.
