About this opportunity
The State of Maine Department of Environmental Protection is requesting quotes for sorbent pads and booms under an annual master agreement with quotes due May 24, 2011, under an RFQ solicitation evaluated on lowest-price, best-value basis.
The scope comprises two product lines with distinct specifications. Sorbent pads measure approximately 17 inches by 20 inches by 3/8 inch thick, composed of 1-ply nonwoven melt-blown polypropylene with no coverstock, and must demonstrate a minimum absorbent capacity of 15X on a weight basis for medium viscosity oil and water absorption of less than 1.0X on a weight basis per ASTM F726-99 test data (bidder-funded). Pads are packaged in bales of 100 units (18–22 pounds per bale), approximately 36 bales per pallet. Sorbent booms measure 4–5 inches in diameter by 10 feet in length, constructed from micro-fibrous melt-blown polypropylene fill with nylon mesh outer covering, full-length polypropylene rope tied to rings and connecting clips, arranged cylindrically, and packaged at four pieces per bale with 20 bales per pallet, shrink-wrapped to a maximum height of 8 feet. Booms must be non-linting and resistant to shredding.
The contract term runs June 1, 2011 through May 31, 2012, with two optional one-year extensions at the Director of Purchases' discretion. Estimated annual value is approximately $20,000 for pads and $25,000 for booms, based on prior-year expenditures, with actual costs reflecting quantities ordered. All prices remain firm and include transportation on FOB destination basis. Delivery is directed to three Department of Environmental Protection warehouses in Augusta, Portland, or Bangor, Maine, with required 24-hour advance notice.
Bidders must accept the Maine Procurement Card without surcharge. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The State reserves the right to increase or decrease quantities by up to 10% and to award items individually or as a group. Questions are due 24 hours before bid closing via the AdvantageME VSS system. Successful bidders must extend contract pricing to Maine political subdivisions and school districts.
