About this file
This document contains the contract terms and conditions for a Master Agreement between the State of Maine's Department of Environmental Protection and a vendor for the supply of sorbent pads. The contract period runs from June 1, 2011 through May 31, 2012, with provisions for two possible one-year extensions at the Director of Purchases' discretion with contractor consent. The scope of work requires the contractor to furnish sorbent pads to meet the normal operational requirements of the Department of Environmental Protection, with deliveries made to any of three warehouse locations in Augusta, Portland, and Bangor. The contractor must provide 24-hour advance notice prior to all deliveries and ensure all items arrive in first class condition.
Pricing for the contract is estimated at approximately $20,000 annually based on the previous year's expenditures, though actual costs will reflect quantities ordered during the contract term, with prices remaining firm throughout the contract period and including all transportation charges on an FOB destination basis. The State of Maine is exempt from excise taxes and requires separate invoices for each order number, issued within 30 days of delivery and referencing both the contract number and Federal ID number. The State mandates acceptance of the Maine Procurement Card as a payment method with no surcharges permitted, and bidders must confirm their willingness to extend contract pricing to political subdivisions and school districts in Maine. The contract administrator is Terry L. DeMerchant, Supervisor of the Division of Purchases, and the State reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms or changes product specifications.
