About this opportunity

City Colleges of Chicago is announcing a sole-source award intent for study abroad program services in Kenya to Muna Tree Holdings Ltd (operating as EDU Africa) for Malcolm X College, with a public hearing scheduled for September 7, 2026 at 12:00 p.m. CDT via Zoom and a registration deadline of September 7, 2026. This is a sole-source procurement with no competitive bidding; interested parties may object or submit vendor statements demonstrating capability to provide equivalent services at or below the contract amount by registering with William Moore, Contracts Administrator, at (773) 487-6958 or Wmoore48@ccc.edu.

The program delivers a 10-day study abroad experience in Kenya scheduled for February 11–22, 2027, accommodating up to 24 student participants and up to 7 chaperones. Muna Tree Holdings will coordinate round-trip transportation, housing at three properties (Trademark Hotel in Nairobi, Severin Sea Lodge in Mombasa, Turtle Bay Beach Resort in Watamu), daily meals, program guidance, and on-ground oversight. The itinerary includes visits to Fort Jesus, Mombasa Old Town, Gede Ruins, Mnarani Ruins, Malindi Museum, and other cultural and natural landmarks, with instruction from historians and community leaders. Learning outcomes focus on cultural understanding, heritage preservation, intercultural competence, and critical thinking.

The contract value is $85,365 with no renewal options specified. Per-person program costs are $3,460 for 24 students, $3,575 for 20 students or fewer, with single-room supplements of $625. City Colleges has contracted with Muna Tree Holdings for three prior study abroad programs: February 2024 ($138,219.17), February–June 2025 ($186,120), and February–June 2026 ($91,245). The sole-source justification cites Muna Tree Holdings' established in-country infrastructure, proven safety record, local partnerships, and comprehensive logistical coordination as the only known provider capable of delivering the specialized services required across five countries. Educational funds have been designated for this purchase.

Interested objectors or alternative vendors should register by September 7, 2026 for the public hearing. Angela Arrington-Jones, Vice Chancellor of Business and Procurement Services, is the primary contact; additional information is available at (312) 553-2590 or through the City Colleges of Chicago procurement website.
