About this opportunity

City Colleges of Chicago is conducting a sole source public review for a contract with ReUp Education to provide re-enrollment services for stopped-out students, with a public hearing scheduled for August 10, 2026 at 12:00 p.m. CDT via Zoom. This is a sole source procurement with no competitive bidding; interested parties may submit objections or capability statements by the registration deadline to challenge the sole source determination.

CCC has determined that ReUp Education is the only vendor capable of providing the required comprehensive, integrated solution combining proprietary technology, predictive analytics, and personalized coaching specifically designed for re-engaging stopped-out students at scale. ReUp's offering includes student engagement databases, proprietary coaching models, multi-channel marketing intellectual property, student lifecycle management systems, predictive analytics models based on a database of over 2 million students, intelligent work queue algorithms for student prioritization, and AI-powered call analysis. The solution is supported by two U.S. patents (Nos. 11,256,873 B2 and 11,449,681 B2) covering ReUp's proprietary student persona classification technology. ReUp Education asserts that its technology is exclusively available only through direct purchase with no authorized agents, dealers, or sub-licensees.

The initial contract value is $5 million with no specified contract term length and zero potential renewals. The pricing structure is performance-based with no upfront implementation costs; ReUp receives 24 percent of recaptured tuition revenue, characterized by CCC as a significant discount from ReUp's standard 35 percent rate and below the approximately 40 percent market rate charged by comparable vendors. CCC projects recaptured tuition of $17 million to $18 million over the partnership, yielding ReUp a fee of approximately $5 million and CCC a gross profit of $11 million to $14 million. ReUp's systems are NIST, HECVAT, and FERPA compliant with data hosted on Amazon Web Services via a virtual private cloud. Twenty other Illinois institutions are currently partnered with ReUp. Contact Angela Arrington-Jones at (312) 553-2590 or Aarrington@ccc.edu, or William Moore at (773) 487-6958 or Wmoore48@ccc.edu for hearing registration and additional information.
