About this file

This is a Sole Source Purchase Announcement issued by City Colleges of Chicago's Business and Procurement Services department for a contract with Re-Up Education, Inc. The announcement outlines City Colleges of Chicago's intention to award a sole source contract to Re-Up Education, Inc. to support the identification, re-enrollment, retention, and completion of students who have previously stopped out without earning a credential. City Colleges has determined that Re-Up Education, Inc. is the only viable provider because they offer a proprietary combination of technology, datasets, intellectual property, patented methodologies, and specialized service delivery focused exclusively on re-engaging stop-out students. A public hearing regarding the sole source determination is scheduled for Monday, August 10, 2026, at 12:00 p.m. CDT via Zoom teleconference. Interested parties must submit requests to testify or vendor capability statements to William Moore, Contracts Administrator, no later than the registration deadline. The hearing will allow the public to present information for or against the sole source determination, with the hearing officer producing minutes and potentially recording the session.

The announcement does not specify contract pricing, set-asides, contract term, renewal options, or funding amounts in the provided document. City Colleges reserves the right to cancel the procurement prior to any scheduled hearing. Potential participants are required to confirm hearing details and access information prior to attendance, with Zoom access details to be provided only to registered respondents. For additional information and registration, interested parties should contact Angela Arrington-Jones, Vice Chancellor of Business and Procurement Services, at (312) 553-2590 or Aarrington@ccc.edu, or William Moore at (773) 487-6958 or Wmoore48@ccc.edu.
