About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) has issued a sole-source procurement notice (S-63500-00017322) for fish handling equipment at Leaburg Hatchery, with a protest deadline of July 3, 2026. This is a notice of approval, not a solicitation for proposals.
ODFW is acquiring an 8-inch gas-powered fish pump with suction tube assembly, dewatering truck loading mobile tower, hoses, and fittings from Magic Valley Heli-Arc & Mfg., Inc. under sole-source authority (ORS 279B.075 and OAR 125-247-0275). The estimated total value is $115,000 for a single purchase.
The justification rests on equipment obsolescence and capability. Leaburg Hatchery's current pump infrastructure exceeds 30 years old, is unreliable, and cannot safely handle the volume and size range of fish required for the hatchery's trophy trout program—which distributes 70,000 one-pound trout across Willamette Valley waterbodies. The new 8-inch pump is sized to process trophy fish up to 2 pounds while minimizing injury and mortality during loading operations.
ODFW's market research determined that the Aqua-Life Harvester system model BP80H-P-1, produced by Magic Valley Heli-Arc & Mfg., is the sole production-scale option combining high-capacity pumping, integrated mobile dewatering, and truck loading functionality in a single unit. Competing manufacturers—VAKI, Marco, Inventive Marine Products Limited, and PG Flow Solutions—offer fish pumps but lack comparable integrated systems; acquiring comparable capability from competitors would require substantial additional infrastructure investment and custom engineering.
The sole-source determination was approved June 25, 2026. Any affected person may submit a written protest within seven calendar days to april.d.brenden-locke@odfw.oregon.gov and odfw.contractsinbox@odfw.oregon.gov, identifying the sole-source number and including detailed legal and factual grounds, resulting harm, and relief requested. Procurement questions should be directed to Becky Sell, Procurement and Contract Specialist 1, at Becky.S.Sell@odfw.oregon.gov.
