About this opportunity
The Illinois Department of Transportation is publishing a sole-source change order notice for Pivot Software and CORS Software supporting Trimble Network Managed Services, with a public hearing scheduled September 18, 2026 at 2:00 p.m. CST and a comment deadline of September 23, 2026. This is not a competitive bid opportunity — IDOT intends to award the change order to the incumbent vendor Seiler Instrument under existing contract P-80386.
The change order addresses operational management of Illinois's statewide Continuous Operating Reference Station (CORS) Network. The software must natively interface with already-deployed Trimble CORS node hardware without third-party middleware, integrate fully with the existing Trimble Network Managed Services SaaS solution, and deliver comprehensive administrative controls including full-suite user management and real-time network health monitoring. The original contract (IFB P-80386), awarded May 9, 2025, runs through August 5, 2035 and covers CORS SaaS services valued at $1.8 million. This change order adds software licenses and CORS nodes representing an expansion beyond the original 30-node system due to network growth during the initial deployment phase.
The total change order value is $1.23 million, funded through state appropriation and federal Highway Administration ADCMS grant funds. IDOT negotiated directly with Trimble and secured a ten percent discount off MSRP for all software and hardware included in State of Illinois contracts.
IDOT justifies sole-source procurement on three grounds: the software is the only product capable of operating the already-installed Trimble CORS hardware funded by federal grants; equipment and replacement-parts compatibility is restricted to Trimble's proprietary ecosystem; and the software is copyrighted and patented, available only from Trimble. Approvals were issued by the IDOT Bureau Division Head and State Purchasing Officer on September 2, 2026. The hearing will proceed only if an interested party submits written comments or requests a public hearing by 4:00 p.m. on September 18. Contact Dianne Richman, Chief Procurement Office — General Services, at Dianne.Richman@illinois.gov or 217-622-1857.
