About this opportunity

The Illinois Department of Transportation is soliciting bids under Invitation for Bid 27-494DOT-FINAD-B-54081 for a commercial off-the-shelf Health and Safety Management System Software, with written questions due November 12, 2026 and bids due November 19, 2026. The solicitation carries a 2% Business Enterprise Program goal for businesses owned and controlled by minorities, women, and persons with disabilities, and a bid without a completed BEP Utilization Plan is non-responsive.

The software will support IDOT's Occupational Safety and Health Unit through a Safety Management Suite and a Chemical Management Suite. Required capabilities include incident, near-miss, and investigation management with automated root cause analysis; corrective and preventative action tracking; safety meetings, training, and certifications; behavior-based safety; configurable audits and inspections; chemical inventory and Safety Data Sheet repositories; employee health data; and OSHA recordkeeping with TRIR and DART calculations. The system must be configurable for IDOT's Central Office, Districts, and yard locations and integrate with single sign-on, Active Directory/Entra ID, Power BI, and the State's identity and access management solutions. Vendors must maintain SOC2 Type 2 audits, host all State data within the contiguous United States, use FIPS 140-compliant AES 256 encryption, and meet a maximum tolerable downtime of one business day with a zero data loss recovery point objective. Logging must follow Appendix S1, including secure forwarding to the State's SIEM when required.

The initial term is five years from execution, with State renewal rights on the same terms. Vendors must provide firm pricing for the initial term and post-implementation maintenance pricing. Total payments under the contract and all renewals cannot exceed an amount to be specified by amendment. Award goes to the lowest-priced responsive and responsible bidder. The contract is contingent on appropriation, may be funded partially or wholly with Federal funds, and is subject to prevailing wage requirements where applicable. Bids remain firm for 90 days from opening.

Bidders submit electronically through BidBuy, which also publishes amendments. A pre-submission conference may be conducted, and attendance requirements will be posted on BidBuy. BEP waivers are determined by BEP Compliance under a process effective July 1, 2024, and require a BEP Waiver Request and Review Form within 10 business days of receipt. Vendors dually certified as BEP and Veterans Business Program may count toward only one goal.
