About this file
This is a Sole Source Justification Form for a change order amendment submitted by the Illinois Department of Transportation (IDOT), Bureau of Design and Environment, to procure Pivot Software and CORS Software for Trimble Network Managed Services from vendor Seiler Instrument. The change order is a one-time amendment to existing contract P-80386, with a need identification date of July 22, 2026, and a required supply/service date of September 15, 2026. The procurement addresses the need for software to actively manage and operate Illinois's statewide Continuous Operating Reference Station (CORS) Network, providing operational control, administrative oversight, continuous network monitoring, and user management capabilities. The software must natively interface with existing deployed Trimble CORS node hardware without requiring third-party middleware, integrate fully with the existing Trimble Network Managed Services (TNMS) SaaS solution, and provide comprehensive administrative controls including full-suite user management and real-time network health monitoring. The change order includes additions of CORS nodes and licensed users not included in the original contract, representing an expansion beyond the threshold of a standard 30-node system due to network growth during the initial deployment phase.
The total contract value for this change order is $1,227,870, funded through both state appropriated funds and federal funds from the Federal Highway Administration's ADCMS grant. IDOT negotiated directly with Trimble to obtain favorable pricing and received a ten percent discount off MSRP for all software and hardware included in State of Illinois contracts. The justification for sole source procurement is based on three primary factors: the software is the only product capable of operating the already-installed Trimble CORS hardware funded by federal grants; compatibility of equipment and replacement parts is restricted to Trimble's proprietary ecosystem; and the software is copyrighted and patented, available only from Trimble. The original contract (IFB P-80386) was awarded May 9, 2025, for CORS SaaS services valued at $1,807,998.57 with a term through August 5, 2035. The sole source justification was approved by IDOT representatives on July 24, 2026, by the State Agency Bureau Division Head on September 2, 2026, and by the State Purchasing Officer on the same date.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
The Illinois Department of Transportation (IDOT) requires Trimble PIVOT software to actively manage and operate the state’s Continuous Operating Reference Station (CORS) Network. This software is essential for providing operational control, administrative oversight, continuous network monitoring, and user management (including user addition, removal, and monitoring) for the statewide CORS nodes. This change order also adds needed CORS nodes and licensed users to the original contract. These items were not included in the initial contract because the exact numbers would not have been known or used while the CORS network was being constructed. In the first year, some CORS nodes had already been installed and integrated by the Bureau of Design and Environment, utilizing federal ADCMS grant funding and with the full approval of the IDOT Secretary and applicable bureau chiefs.”
2. Provide a list and describe in detail the specifications required to satisfy the need:
Native Hardware Compatibility: The software must natively interface with the existing, deployed Trimble CORS node hardware across the state without requiring third-party middleware, which could introduce latency or data degradation. SaaS Environment Integration:
The software must be fully compatible with, and mandated by, our existing Trimble Network Managed Services (TNMS) SaaS solution, which hosts our data and server infrastructure. Comprehensive Administrative Control: The platform must provide full-suite user management (provisioning, monitoring, and de-provisioning) and real-time network health monitoring specific to the CORS infrastructure. The request includes a major price increase due to the increase in the fully redundant base package. The agency exceeded a management threshold in regards to the number of CORS nodes and licensed users, and the vendor has indicated that the cost increase is the delta of going from the original network size to the new base package. The change order will provide for a much larger network, an increase beyond the threshold of a standard 30-node system, and a higher cost to manage the increase in the number of licensed users within the TNMS solution.

Requesting Agency/University Illinois Department of Transportation
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
Trimble PIVOT is the only software available that can fulfill this requirement because IDOT operates within an existing, closed Trimble hardware and hosting ecosystem. The department has already made a substantial, grant-funded investment in Trimble CORS hardware nodes statewide. Furthermore, IDOT currently utilizes a Trimble Network Managed Services (TNMS) SaaS solution for critical data and server hosting. The TNMS architecture strictly requires the use of Trimble PIVOT software to function. Introducing software from an alternative vendor is technically impossible without abandoning the current TNMS SaaS environment and risking severe compatibility issues with the deployed physical nodes. As IDOT begins to roll out registration of the TNMS solution for internal and external users, the use of PIVOT software, the constructed number of nodes, and the projected number of users must be accounted for in order to remain compatible with the proposed implementation of the network.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
Proprietary TNMS Requirement: Trimble PIVOT is the sole software application authorized and architected to run on the Trimble Network Managed Services (TNMS) SaaS platform that IDOT currently utilizes for server hosting. No other software vendor has access to integrate into this proprietary SaaS environment. Avoidance of "Rip-and-Replace": Using PIVOT allows IDOT to leverage 100% of the existing CORS physical infrastructure. Any other software would lack the proprietary drivers and communication protocols necessary to manage the hardware, effectively rendering the existing state-wide network obsolete. The agency procured these services through a competitive solicitation and the services provided by this vendor are not readily available with any other vendor.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
Proprietary TNMS Requirement: Trimble PIVOT is the sole software application authorized and architected to run on the Trimble Network Managed Services (TNMS) SaaS platform that IDOT currently utilizes for server hosting.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
IDOT negotiated directly with Trimble to obtain the most favorable pricing available to the State. Trimble has extended a 10 percent discount off MSRP to IDOT for all software and hardware included in State of Illinois contracts, including the Pivot software. The recent award of the ADCMS grant to IDOT by the Federal Highway Administration will provide the necessary funding for the implementation of the network software.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
To continue work under the SaaS solution with TNMS (Trimble Network Managed Solutions), we must continue using PIVOT software.
In the future. The agency would be able to continue using PIVOT software in the future through the long-term contract it has procured.
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
If this sole source is not approved, the financial and operational impacts to the State will be catastrophic. Because alternative software cannot interface with the existing TNMS SaaS hosting solution or the proprietary Trimble CORS nodes, IDOT would be forced to either build a software suite that would manage the CORS network (taking years and in the millions of cost) or execute a total "rip-and-replace" of the statewide CORS network infrastructure. This would result in the loss of millions of dollars in previously invested capital and Federal ADCMS grant funding. Furthermore, a competitive bid would result in a prolonged interruption of critical positioning services for surveyors, engineers, and transportation infrastructure projects statewide while a completely new physical and digital network is procured and deployed.

10. Is there any additional information you would like to add to justify this sole source?
Procuring Trimble PIVOT software is not a new infrastructure project, but rather the necessary operational software required to utilize and maintain the State’s existing, approved infrastructure. Denying this procurement would directly conflict with the intentions of the Federal ADCMS grant that funded the original hardware and would strand existing state assets, rendering them unusable. Approving this sole source ensures seamless continuity of operations and protects the State's previous financial investments.
