About this opportunity

Solano County Health and Social Services Public Health Division is requesting proposals for implementation of the Solano County Community Health Improvement Plan (CHIP) across four strategic health priorities—Behavioral Health, Access to Care, Maternal and Infant Health, and Housing Stability—with proposals due July 7, 2023, at 5:00 p.m. PST (note: the posting date of June 30, 2026, appears inconsistent with the 2023 due date in source materials; the operative deadline in the RFP documents is July 7, 2023). Eligible applicants include non-profit organizations, for-profit organizations, and government entities; agencies not traditionally providing services for Solano County are encouraged to apply, and applicants for Maternal and Infant Health must obtain a letter of support from the Black Infant Health Program of Solano.

The scope encompasses systems-building initiatives, one-time training or technical assistance, and coordination of services across the four priority areas. Proposers may address one priority area or submit separate or combined proposals for multiple priorities. A nine-month contract period runs from approximately September 1, 2023, through June 30, 2024. Solano Public Health allocated up to $200,500 per strategic health issue, with total funding of up to $802,000 available across all four areas. Funded activities must address health inequities highlighted during the COVID-19 pandemic and cannot supplant existing state, county, or local general fund monies; projects must represent new initiatives or enhancements to existing programs. Funding originates from the California Equitable Recovery Initiative (CERI) and Public Health Workforce Development Supplemental Funding Grant (WFD).

Proposals are evaluated on program description (35 points), qualifications and experience (30 points), budget (15 points), and equity lens integration (20 points). Indirect costs are permitted at or below 10% unless prior arrangements have been made with the federal government. An optional pre-proposal conference was held on June 20, 2023. Selected agencies must participate in orientation meetings, attend regular Healthy Solano collaborative meetings, provide quarterly and end-of-term reports, and lead designated workgroups. Contractors must maintain comprehensive insurance coverage, including $1,000,000 general liability and $1,000,000 professional liability (remaining in effect for three years post-completion). The RFP Coordinator is Nes Despabiladeras at nadespabiladeras@solanocounty.com. The contract may be terminated by either party with 30 days' written notice.
