About this file
This is a Request for Proposals (RFP) issued by the Solano County Department of General Services, Public Health Division, for the implementation of the Solano County Community Health Improvement Plan (CHIP). The RFP seeks qualified non-profit organizations, for-profit organizations, and government entities to assist with systems-building initiatives, one-time training or technical assistance, and coordination of services across four strategic health priorities: Behavioral Health, Access to Care, Maternal and Infant Health, and Housing Stability. Proposals were due by July 7, 2023, at 5:00 p.m. PDT via the OpenGov Procurement Platform. An optional pre-proposal conference was held on June 20, 2023, and questions could be submitted by that same date. The county issued an intent to award on July 17, 2023, with contract execution anticipated in mid-August 2023 and project commencement on September 1, 2023. The contract term runs for nine months, from approximately September 1, 2023, through June 30, 2024, with no renewal options specified.
Solano Public Health allocated up to $200,500 per strategic health issue, with a total of $802,000 available through this RFP. Proposers could submit a single proposal for one priority up to $200,500, separate proposals for individual priorities up to $200,500 each, or a proposal addressing two or three priorities up to $300,750 per priority area. Funding originates from one-time allocations through the California Equitable Recovery Initiative (CERI) and the Public Health Workforce Development Supplemental Funding Grant (WFD), both designed to address COVID-19-related health disparities and support health equity. Funds may not be used to supplant existing state, county, or local general fund monies, and activities must represent new initiatives or enhancements to existing programs. Proposals were evaluated on program description (35 points), qualifications and experience (30 points), budget (15 points), and equity lens integration (20 points). Selected agencies must participate in orientation meetings, attend regular Healthy Solano collaborative meetings, provide quarterly and end-of-term reports, and lead designated workgroups. The RFP noted that agencies not traditionally providing services for Solano County were encouraged to apply, and applicants for Maternal and Infant Health priority must obtain a letter of support from the Black Infant Health Program of Solano.

1.0. INTRODUCTION
Solano Public Health is seeking highly qualified agencies to assist with the implementation of the Solano County Community Health Improvement Plan (CHIP).
The CHIP highlights four strategic health issues for improving the overall health of communities in Solano:
Behavioral Health Access to Care Maternal and Infant Health Housing Stability
More information on the CHIP, including the full report can be found at: https://www.solanocounty.com/civicax/filebank/blobdload.aspx?blobid=40374
Solano Public Health seeks to support the implementation of the CHIP through funding systems-building initiatives, one-time training or technical assistance, and coordination of services. Solano Public Health has allocated up to $200,500 per strategic health issue for a nine-month period for the implementation of the Solano County CHIP. A total of up to $802,000 is available through this RFP.
The Public Health Division was awarded one-time funds through the California Equitable Recovery Initiative (CERI) as well as the Public Health Workforce Development Supplemental Funding Grant (WFD). The purpose of the CERI grant is to address COVID-19-related health disparities and to advance health equity. California is leveraging the funding opportunity to build equity infrastructure and this grant provides a unique opportunity to focus on addressing upstream drivers for health and equity efforts.
Similarly, the Public Health Workforce Development Supplemental Funding Grant also aims to support COVID-19 prevention, preparedness, response, and recovery initiatives. Solano Public Health has chosen to use these one-time funds for the CHIP Implementation as it focuses on addressing health inequities that were highlighted during the COVID-19 pandemic.
Non-profit organizations, for-profit organizations, and government entities are eligible to submit proposals. Agencies not traditionally providing services for Solano County are encouraged to propose.
2.0. BACKGROUND
The Healthy Solano Collaborative—a diverse group of departments, agencies, and community-based organizations that represent the local public health system—recently completed the process of developing a Community Health Assessment (CHA), which outlined the current health status of Solano County residents. Solano Public Health (SPH) and community stakeholders have identified eight priority health needs for inclusion in this Community Health Assessment (CHA). These are access to care, behavioral health, economic security, education, healthy eating and active living, housing, maternal and infant health, and violence and injury prevention Health needs identified by the CHA were then prioritized and narrowed down to the four strategic health issues that would be addressed in the Community Health Improvement Plan (CHIP).
https://www.solanocounty.com/civicax/filebank/blobdload.aspx?blobid=40374 https://www.solanocounty.com/civicax/filebank/blobdload.aspx?BlobID=34814 https://www.solanocounty.com/civicax/filebank/blobdload.aspx?blobid=40374
In the final stage of prioritization, the community chose the four strategic health issues for the CHIP:
Behavioral Health, Access to Care, Maternal and Infant Health, and Housing Stability.
The 2023 Community Health Improvement Plan, developed by the Healthy Solano Collaborative, outlines the goals, strategies, and actions for beginning to address each strategic health issue.
A summary of these is as follows:
• Behavioral Health:
• Ensure all Solano County residents feel safe, supported, and well in their communities
• Ensure all Solano County residents are aware of preventive services offered in the County
• Access to Care:
• Eliminate inequities in access to preventive services and health care across Solano County
• Maternal and Infant Health:
• Improve the well-being of Black women (in coordination with the Solano Black Infant Health Program), infants, children, and families
• Housing Stability:
• Ensure all Solano County Residents have access to safe, stable, and affordable housing
• Including basic necessities and supportive services for those at risk of being unhoused
The CHIP is reviewed every five years, in accordance with the hospital systems’ update of their Community Health Needs Assessment and Community Benefits Plans. Funding for CHIP implementation available through this RFP (approximately September 1, 2023 -June 30, 2024)
Due to the upstream nature of the CHIP’s strategic health issues, and the limited term of one-time funds, Solano Public Health is focusing on systems-building initiatives, one-time training or technical assistance, and coordination of services. Solano Public Health shall prioritize proposals that incorporate an equity lens into their project development.1
Selected agencies will be expected to actively seek ways to sustain efforts beyond the initial funding support from Solano County Health & Social Services, and Solano Public Health, participate in an orientation meeting, regularly participate in regular Healthy Solano collaborative meetings, and participate in evaluation activities. Selected agencies will be required to provide quarterly reports and an end-of-term report to Solano Public Health documenting activities completed, as well as progress toward goals and outcomes. Additionally, selected agencies will be expected to lead and coordinate Healthy Solano collaborative workgroups that they are funded through.
3.0. SCOPE OF SERVICE/ PROJECT

If the Potential Contractor fails to specify the Cost Proposal as required, the County shall determine the proposal to be non-responsive and reject it.
Expenditures may include the following:
A. Start-Up Budget: These are one-time costs and may include costs for staff recruitment and screening for initial staff hired, furnishings, supplies, equipment including computers, specialized trainings for staff needed to launch the program, or other materials required to provide the service being solicited through this RFP. In addition to completing the Budget Worksheet for the Start-Up Budget in Attachment 3, please provide details related to the anticipated start-up expenses in the Budget Narrative to be submitted with the proposal.
B. Personnel Expenses: Must include positions, salary, and full time equivalent (FTE) (actual percentage of time devoted to the project) for each position of staff employees allocated to the program. Salaries and Benefits of personnel involved in more than one program must be charged to each program based on the actual percentage of time spent on each program. The annualized actual percentage charged for a particular position (e.g., Project Director) cannot exceed the annual percentage approved in the award. Similarly, the dollar amount charged for a particular position also must not exceed the dollar amount in the approved award. Functional timesheets or an allocation plan must be maintained which support the time charged.
D. Operating Expenses: Necessary expenditures exclusive of personnel salaries and benefits.

County reserves the right to make the final determination if an operating expense is allowable and necessary.
E. Subcontractors: Costs associated with contracts secured by the lead agency (if applicable) for work to carry out activities in the proposal. F. Administrative and Indirect Costs: Shared costs that cannot be directly assigned to a particular activity but are necessary to the operation of the Agency and the performance of the program. Indirect costs should be calculated as a percentage of salaries and benefits and operating expenses. If an agency uses an indirect cost rate above 10%, a Cost Allocation Plan that supports a higher indirect cost rate must be provided. Subcontractors are generally not included in the indirect cost calculation.
Proposer shall describe each of the costs in the cost categories including a justification of “how” and/or “why” a line item is necessary for program operations.
