About this file
This document is a Frequently Asked Questions (FAQ) supplement to the Request for Proposal (RFP) 948-0605-24 issued by Solano County Health & Social Services—Public Health for the implementation of the Solano County Community Health Improvement Plan (CHIP). The RFP seeks qualified agencies to support the implementation of CHIP initiatives across four strategic health issues: Behavioral Health, Access to Care, Maternal and Infant Health, and Housing Stability. Solano County allocated up to $200,500 per strategic health issue for a nine-month contract period, with a total of up to $802,000 available. Eligible applicants include non-profit organizations, for-profit organizations, and government entities. Proposals may address new or existing projects. The submission requirements include Attachments A and B, a one-page cover letter, and an Approach and Management Plan section with no specified page limit. A pre-proposal applicant conference was held on June 20, 2023, with a recording available for reference.
The budget and payment plan are to be negotiated upon contract award, and applicants are not required to submit a detailed budget during the application phase but may present budget information however they see fit in Attachment B. Indirect costs are permitted at or below 10% unless prior arrangements have been made with the federal government. Funded activities must address health inequities highlighted during the COVID-19 pandemic and as outlined in the published RFP, though projects are not required to be exclusively focused on BIPOC communities. The nine-month implementation period involves payment in arrears based on invoices submitted; organizations will not be required to return unspent funds but will only receive payment for invoiced expenses. Proposals will be evaluated based on their ability to advance the overall strategy, and organizations need not address every individual goal within a strategy. Additional attachments beyond those specifically requested in the RFP will not be forwarded to the Evaluation Committee.

Frequently Asked Questions (FAQ)
The following frequently asked questions and answers reflect the questions we received via email and through the Applicant’s Conference. We hope the following information proves helpful to those who are interested in learning more about the 2023 CHIP RFP.
The meeting recording can be found here: RFP 948-0605-24 Pre-Proposal Meeting-20230620_140415- Meeting Recording.mp4
Please note that these FAQs refer specifically to the 2023 CHIP RFP and are not intended to be guidance for future RFPs.
1. Can two separate proposals for different activities be submitted up to $200,500 each?
A: Yes, the $200,500 amount is per activity so if they submit a proposal for two then it is double and should be reflected in the budget and proposal.
2. In Subsection B, all this information pertains to the Proposal Form (Attachment A); is that correct?
There is no separate or additional application form needed except Attachment A. For the attached pages to the form, we will then need to follow these instructions. Is that correct?
A: Please complete Attachments A and B
3. In Subsection C for Cover Letter, it does not specifically state the limit of this letter, so I assume 1 page is the limit?
A: Yes, please provide a one-page cover letter, more than one-page cover letter is acceptable.
4. In Subsection D for Approach and Management Plan, there is also no specific limit stated here.
How many pages do we have for this part of the application?
A: Correct, there is no page limit for this section.
5. In Subsection F for Budget/Cost Proposal, it reads “Complete Attachment (A) Proposal Form.”
However, on the Attachment A form, I did not see a section for budget. On the other hand, on Page 37 of 61 in the RFP, I saw a statement on top of the page reads, “Actual Budget and Payment Plan to be negotiated upon contract award.” So, can I interpret the instructions as we do not need to include a budget plan at this stage of the application?
6. Will the responses to these questions be published?

A: Yes, they will be emailed to everyone who registered and/or attended the Applicants’ Conference, as well as posted on OPEN GOV.
7. This is only for Non-Profit Organizations, no other types of businesses.
A: No, non-profit organizations, for-profit organizations, and government entities are eligible to submit a proposal.
8. Are additional attachments such as program policies/procedures, job descriptions, and resumes permitted? If so, are the pages unlimited?
A: No, additional attachments that are not requested in the RFP will not be forwarded to the Evaluation Committee.
9. We have experienced a lot of Covid-related funding made available over the last few years, but a lot of people in need who have NOT been directly impacted by Covid have been left by the wayside. We are looking for funds to help those individuals. Do you think that might constitute a reasonable argument - or MUST these funds be used for those directly impacted by Covid?
A: Per the funding CERI and WFD grant requirements activities must be focused on addressing health inequities that were highlighted during the COVID-19 pandemic and in the published RFP.
10. Who is on the review panel?
A: The review panel will be composed of parties that have relevant expertise or experience.
11. Do all the funds need to be spent down within the 9 months and if so do the remaining funds need to be returned at the end?
A. They will get paid in arrears so they would not return anything, they just would not get paid what they invoice.
12. Are these 1-year milestones examples or the specific things you'd want to see in any proposal (some of these)?
A. Examples only please free to use your own creativity to add your own
13. Is this only focused on BIPOC?
A: Not exclusive to BIPOC communities but as outlined in our CHIP it is a need and community that has been highly impacted by the effects of COVID-19.
14. Would the RPF consider an software interoperability platform to provide secure, integrated information sharing between all disparate public, private, charitable and healthcare entities to revolutionize community workflows and address public health - increasing the collaboration and coordination for programs and services between all entities - community-based-organizations, EMS, healthcare, law enforcement and behavioral health?
A: Yes, we can see how that would have some overlap with some of the strategies that we talked about.
15. Are the milestones the same across the sections?
A: Depending on the strategy, the milestones will be different.
16. Do organizations have to meet all goals in a strategy as part of their proposal or can they address one goal as long as they are addressing the overall strategy?
A: Organizations will be scored on their ability to address the overall strategy, so it doesn’t have to be every single goal, but does your proposal should advance the overall goal of that strategy.
17. Where do you find the application review info you shared?
A: It is listed under section 7.0 Evaluation of Proposals, in RFP_948-0605- 24_Solano_Public_Health_Community_Health_Improvment_Plan_Implementation_(Reformatted).pdf
18. I am looking at Attachment B, specifically the budget, and I do not see a specific form for it. So, we can present the budget however we see fit?
A: Yes, you can.
19. Do you have to spend down the full amount in the 9-month time period?
A: This RFP is for a nine-month period, we will pay as we receive invoices during that nine-month period
20. The county standard contract included in the RFP is just an example (Exhibit I)? So, there is not a Scope of Work required at this time, but will be worked out later if awarded?
A: As part of what you submit, you should include a Scope of Work
21. For the budget, is indirect cost allowed?
A: Yes, indirect costs should be allowed and under 10% unless you have made prior arrangements with the federal government.
22. Do government entities have access to apply to this funding? Do they (government entities) have any advantage?
A: Local government can apply, but they do not have an advantage over other organizations.
23. The formatting of the attachments in the RFP has strange page breaks. Is it possible to download and upload them separately to submit?
A: Organizations can submit multiple documents for their submission if need be.
24. Can the RFP be downloaded as a Word doc?
A: No, the document is kept as a fillable PDF document to keep the integrity of the document.
25. I was able to upload my business license but unable to upload E&O is there a different place to upload it?
A: Contact Nesmith Despabiladeras: nadespabiladeras@solanocounty.com mailto:nadespabiladeras@solanocounty.com
26. For this RFP, are we allowed to submit a proposal describing existing work that we have been doing in Solano County for years?
