About this opportunity

The City of Royal Oak, located in Oakland County, Michigan, is seeking comprehensive social media services through a Request for Proposal (RFP) released on January 9, 2026, with proposals due by 4:30 pm on January 26, 2026. The Downtown Development Authority (DDA) requires a local, part-time contracted Social Media Manager to develop and execute a digital engagement strategy across multiple platforms including Instagram, Facebook, LinkedIn, and TikTok. Key responsibilities include creating 5-6 weekly posts, developing monthly content calendars, capturing event photos and videos, designing graphics, coordinating cross-promotional content, creating paid ad campaigns, and providing quarterly analytics reports. The scope covers social media strategy, content creation, event calendar curation, and performance analytics, with a focus on promoting downtown events such as Arts, Beats and Eats, Royal Oak Pride, Summer Concert Series, and Winter Blast. Evaluation criteria appear to emphasize demonstrated experience managing social media for brands, excellent writing and visual storytelling skills, strong analytics capabilities, and local community familiarity. The contract includes potential three-year terms from 2026-2028, with proposals to be submitted electronically through the OpenGov procurement portal.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide a flat hourly rate and specify weekly hours required to complete services, with the rate remaining constant across different work conditions. Insurance requirements include $1,000,000 in combined single limit Commercial General Liability, Workers' Compensation, and Automobile Liability, with the City named as additional insured. The City reserves the right to terminate the contract without penalty upon thirty days' written notice for poor performance or other reasons deemed in its best interest, potentially re-awarding to the second most qualified vendor or re-bidding the contract. While specific budget ranges are not explicitly stated, the requirement for an hourly rate and part-time commitment suggests a moderate-scale procurement. Successful bidders must be local, have in-person event availability, and provide indemnification documentation. The contract allows for potential extensions through mutual written agreement, providing flexibility for both the City and the selected contractor.
