About this opportunity
The South Carolina Department of Transportation (SCDOT) is soliciting proposals for snowplow driver training across two counties, with proposals due October 30, 2026. The vendor must deliver simulator-based instruction at Richland County and Kershaw County facilities during two separate weeks: November 16–20 and December 14–18, with exact dates to be arranged expeditiously.
The scope requires three days of expert-led training at each of the two locations, accommodating a minimum of 16 participants per day (96 drivers total over six training days). The vendor must provide a mobile training center positioned at SCDOT-provided facilities and cover basic snowplow driving skills across various road and plowing conditions, with flexibility in truck configuration and specific training scenarios. Upon completion, the vendor must submit a Training Report listing all participating drivers. SCDOT retains responsibility for driver availability and scheduling. The contract cost includes all incidentals associated with training program delivery.
The solicitation includes a notice that vendors who previously submitted pricing in response to an earlier SCDOT request for quote and can honor that pricing need not resubmit. No estimated contract value, contract term length, incumbent information, set-aside provisions, or evaluation criteria are specified in the available materials. Payment will be by electronic funds transfer following submission of proper invoices. The contractor must obtain and maintain all necessary licenses and permits, provide all materials and labor at no additional cost to the state, and assume full responsibility for subcontractor performance. Standard South Carolina Purchase Order Clause Set (May 2024) terms apply, including indemnification, restrictions on assignment without written procurement officer consent, drug-free workplace and illegal immigration certifications, and South Carolina courts as the exclusive dispute-resolution forum.
