About this opportunity

The South Carolina Department of Transportation (SCDOT) is soliciting fixed-price, on-call bids for litter and debris removal services along interstate roadways in Richland County, with offers due December 8, 2026 at 11:00 a.m.

Work encompasses collection, containerization, hauling, and disposal of litter and debris within SCDOT rights-of-way, measured and paid by centerline mile. Materials include bottles, cans, paper products, tires, lumber, vehicle parts, construction materials, metals, household furnishings, cardboard, plastics, and other discarded items. All costs for labor, equipment, materials, transportation, disposal fees, work zone traffic control, and incidentals are included in the unit price; no separate payment is provided for disposal or traffic control. Work must be performed between sunrise and sunset on weekdays (excluding Sundays and state-observed holidays), though Saturday work is permitted. An estimated twelve cycles of activity are anticipated annually, with work requestable at any time during the calendar year.

The initial contract term is one year with the possibility of two one-year renewals for a potential three-year total. Pricing is fixed per centerline mile, with maximum allowable prices specified in the solicitation appendix. Award notification is scheduled for January 6, 2027, with an estimated contract start date of January 19, 2027.

Contractors must comply with strict performance requirements including equipment maintenance, work zone traffic control standards, and worker safety and attire requirements. Non-compliance with specifications results in non-refundable deductions ranging from $500 to $1,000 per offense, plus recovery of actual repair costs for SCDOT property damage. Receipt of three or more non-compliance notices may result in contract termination. Weekly schedules and landfill disposal tickets must be submitted with invoices.

Pre-bid site visits are strongly recommended but not mandatory. Questions are due November 5, 2026. All offers must be submitted online through the state's procurement website; bidders must obtain a state vendor number prior to submission. The state may cancel the solicitation or reject any offers.
