About this opportunity

The Oregon Department of Corrections is requesting bids for replacement of six commercial water heating systems at Snake River Correctional Institution Complex One in Ontario, Oregon under ITB S-29100-00017820, with bids due October 1, 2026 and a mandatory pre-bid conference on September 3, 2026 at 9:00 a.m. PST at the facility. Attendance at the pre-bid conference is mandatory; bidders who attended the original solicitation S-29100-00016926 and appear on the official Plan Holder List are exempt, but all others must attend or their bids will be deemed non-responsive per Addendum 1 issued August 20, 2026.

The scope involves removing six existing 250-gallon, 400,000 BTU gas-fired water heaters and installing six new 250-gallon, 800,000 BTU units serving housing units A, B, and C. The work includes new digital mixing valves, BACnet-capable control systems integrated with the facility's Carrier I-Vue building automation system, new electrical service panels and dedicated circuits, heat-traced rooftop piping, expansion tanks, check valves, ball valves, butterfly valves, and comprehensive piping insulation. All materials must comply with NEMA standards, NSF potable water requirements, and ASME specifications. The contractor must provide temporary hot water supply during shutdowns exceeding two hours to minimize service disruptions. All field testing must be performed by NEBB-certified TAB specialists. Work is subject to Oregon prevailing wage requirements applicable to Malheur County Region 14 and a 12 percent apprenticeship requirement for apprenticeable occupations.

The estimated contract value is $1.4 million to $1.7 million. Substantial completion is required within 210 calendar days of the Notice to Proceed, with final completion within 240 calendar days. Liquidated damages of $480 per calendar day apply for delays beyond both dates. Bid security of 10 percent of the total bid and performance and payment bonds each equal to 100 percent of the awarded contract amount are required. Bidders must maintain Construction Contractors Board registration and submit first-tier subcontractor disclosure forms within two working hours after bid closing. Award will be made to the lowest responsive and responsible bidder. Bids are submitted electronically through OregonBuys.
